Yang Fasen, male, Han ethnicity, born in February 1971, 50 years old, Gulang people, Gansu, joined the Chinese Communist Party in December 1990, joined the Communist Party of China in June 1993, graduated from the Party School of the Xinjiang Uygur Autonomous Region Party Committee, majoring in administrative management, and graduated from the Party School of the District Committee.
Public information shows that Yang Fasen, who was born into a peasant family and was beaten by the army, has been training in the frontline of remote, complex, and underdeveloped grassroots units for many years.
In December 1990, at the age of 19, Yang Fasen became a soldier of the 36107 unit of the People's Liberation Army, and more than three years later (March 1994) he went to the Party School of the Aksu Prefectural Committee to study in a military transfer class, and in December 1994, he became the secretary of the party committee of Kumbashi Township in Aksu City.
Since then, Yang Fasen has worked in Xinjiang for many years, successively serving as the party secretary of Yiganqi Township of Aksu City, the vice mayor of Aksu City, the deputy secretary of the Aksu Municipal Party Committee, the secretary of the Baicheng County Party Committee, the member of the Aksu Prefectural Committee, and the secretary of the Baicheng County Party Committee.
In July 2014, Yang Fasen took up the post of secretary of the new Kuqa County Party Committee. During his tenure as secretary of the Kuqa County Party Committee, Yang Fasen won the title of "National Excellent County Party Secretary".
In June 2015, Xi Jinping cordially met with the outstanding secretaries of the national party committee in Beijing.
At that time, Yang Fasen spoke at the meeting. He said, "I am a soldier who stayed in Xinjiang and have been rooted in Xinjiang for 25 years after changing careers. In March 2021, Yang Fasen became the youngest vice chairman of the Xinjiang Uygur Autonomous Region People's Government.
After six months as vice chairman of the government, Yang Fansen became a member of the Standing Committee of the Party Committee and the secretary of the Urumqi Municipal Party Committee.

According to public information, Zumureti Wubuli has studied and worked in Xinjiang for a long time, serving as deputy secretary and county magistrate of Yingjisha County of Xinjiang Uygur Autonomous Region, deputy commissioner of the Kashgar Regional Administration, deputy secretary and mayor of Hami Municipal Party Committee, and took office as deputy director of the Standing Committee of the New Xinjiang Uygur Autonomous Region People's Congress in February 2021.
Today, less than a year after taking up his new post, Zumureti Wubuli has joined the Standing Committee of the Xinjiang Party Committee.
Hadan Kabin, male, Ethnic Kazakh, born in March 1969, From Barikun, Xinjiang, joined the Party in August 1992, joined the Party in October 2000, doctoral degree (graduated from the School of Management, Chinese Academy of Sciences in January 2013, majoring in management science and engineering).
According to public information, he graduated from the School of Chemical Engineering of Dalian University of Technology, majoring in organic chemical engineering, and worked in Xinjiang for a long time after graduation, serving as deputy secretary of the party group and director of the Environmental Protection Department of the Xinjiang Uygur Autonomous Region, deputy secretary of the Altay Prefectural Committee, and commissioner of the regional administration.
In June, Hadan Kabin assumed the post of deputy secretary of the party committee and acting governor of Xin'an Ili Prefecture, and in October joined the Xinjiang party committee.
Zheng Zhijun noted that Tian Wen (female, born in January 1962), who had previously served as a member of the Standing Committee of the Xinjiang Uygur Autonomous Region Party Committee and director of the Propaganda Department, and Sharheti Ahan (born in November 1961), who was a member of the Standing Committee of the Xinjiang Uygur Autonomous Region Party Committee and acting secretary general, had withdrawn from the Standing Committee of the Xinjiang Uygur Autonomous Region Party Committee.
