A few days ago, Honghe Prefecture issued the "Construction Supervision Bidding Announcement for Construction Facilities along the Jinping-Jinshuihe Expressway", and the construction unit is Honghe Jinjin Expressway Investment and Construction Development Co., Ltd., which adopts the PPP model.
Jinping-Jinshuihe Expressway is located in Honghe Prefecture, Yunnan Province, the main line starts in the east of Jinping County, Honghe Prefecture, connects to the end of Jinping Expressway in Jianman, and ends in Jinshuihe Village, Jinshuihe Town, Jinping County, Honghe Prefecture, and connects with the planned road of Jinshuihe Port.
The total length of the route is 44.21 km, of which 40.855 km are expressways and 3.355 km are primary highways.
The preliminary design estimate of the project is 9,489,636,665,000 yuan, and the construction and installation cost is 7,399,937,581 yuan.
According to the bidding announcement, the construction period of the Jinping-Jinshuihe Expressway is planned to be 36 months, and the supervision service period is planned to be 36 months. The planned start date is July 2021 and the planned delivery date is June 2024.

The design speed of the entire line is 80 km/h and the width of the roadbed is 25.5 meters.
The Mengla link adopts the construction of the primary highway standard, with a design speed of 60 km / h and a subgrade width of 20.0 meters; the Jinping East Interchange connection line adopts the secondary highway standard construction, with a design speed of 60 km / h and a subgrade width of 12.0 m; the target rudder interchange connection line is built with a tertiary highway standard, with a design speed of 30 km / h and a road 2 / 5 base width of 7.5 meters.

Last year, the feasibility study report of the Jinping-Jinshuihe Expressway was approved and approved for construction. In the previous feasibility study report, the total length of the route mentioned was 46.37 kilometers, with a total investment of 9.3 billion yuan.
Compared with the content of this tender, the mileage and investment have changed. The mileage has become shorter, from 46.37 km to 44.21 km, and the total investment has increased from 9.3 billion yuan to nearly 9.5 billion yuan. This shows that the high speed of this connecting port is not so easy.
For this highway located south of the Red River, preliminary work was started as early as 2018. It is a section of the expressway network of Yunnan Province, "Yongren-Dayao-Shuangbai-Yuanjiang-Yuanyang-Jinping-JinshuiHe", and is an important passageway for Jinping, the port of Yunnan Province.
Therefore, its construction is not only a major transportation channel and an economic channel, but also assumes the role of "internationalization".
