Japan issued the first judgment on the identification of victims of the "Black Rain" nuclear explosion

On August 6, 1945, after the atomic bomb was dropped on Hiroshima, Japan, radioactive materials formed a "black rain" in the air. The so-called "black rain" refers to the radioactive raindrops condensed by the dust and air vapor produced after the atomic bomb explosion, and the victims of the "black rain" all have symptoms such as diarrhea and hair loss.

In 2015, 84 residents aged 75 to 96 living in Saga ward of Hiroshima City and Anyi Ota Town, Japan, and their families filed a lawsuit with the court, demanding that Hiroshima Prefecture and Hiroshima City identify them as victims of the nuclear explosion.

In the trials to date, both Hiroshima Prefecture and Hiroshima City have argued that there is no specific evidence that can reasonably establish the health of the victims of the nuclear explosion.

On the 29th, the Hiroshima District Court of Japan ruled that there was no unreasonable content in the statement that the local residents had experienced the "black rain" at that time, and it could be presumed that the nuclear explosion affected their health according to the residents' medical certificates, so it was determined that all the residents who filed the lawsuit were victims of the nuclear explosion.

Since 75 years ago, many lawsuits have been filed in Japan over the "black rain", but the verdict that the residents have been affected by the "black rain" and identify the victims of the nuclear explosion is the first in Japan.

Japan's Ministry of Health, Labor and Welfare said on the same day that the Japanese government's claims about the judgment were not recognized. With regard to future countermeasures, the Government of Japan will consult with Hiroshima Prefecture and Hiroshima City on the basis of fully investigating the contents of the judgment.
