Yangcheng Evening News reporter Guo Qi and correspondent Quan Difei reported: A few days ago, shenzhen Longgang police smashed a GOIP (also known as "cat pool" device) den of wire fraud, arrested a suspect, and seized 96 "cat pool" devices and more than 50,000 mobile phone cards.

Telecom fraud equipment is hidden in ordinary houses

At the beginning of August, the Shenzhen Longgang police learned that there were suspected multiple GOIP devices in a community in Bantian Street, so they launched an investigation based on clues.

After many days of continuous tracking, the specific location was finally determined. On August 12, the police entered the home of zou mou, a resident, to check, although according to the research and judgment, there is a high probability that there may be GOIP equipment here, but after entering the door, they found that the indoor furnishings were ordinary daily necessities and there was no abnormality. The male host, Zou Mou, also has a very calm demeanor. But the careful police still found a software for making calls in a computer in the bedroom, which showed multiple foreign phone numbers, several of which were fraudulent calls that the Longgang police had been tracking! At the same time, another case-handling officer also found that the door with a wardrobe in the bedroom seemed to be different from others, so he pushed it open and found that there was a hole in the sky: a dark room of about 5 square meters separated by several three-story shelves, with rows of GOIP devices neatly arranged on the shelves, and flashing red and green indicators indicating that the equipment was running. There were also more than twenty plastic bags scattered on the ground, all of which contained mobile phone cards. After counting, there are 96 GOIP devices and more than 50,000 calling cards. There are several equipment such as computer hosts, switches, signal receivers, etc.

Zou finally panicked, admitting that he was employed by "customers" on the network, and purchased these devices in batches from the second half of 2020, and then provided services such as registration weChat, QQ number, decoding service and voice call for overseas fraud gangs through the underlying software and equipment.

At present, Zou Mou is suspected of helping network information crimes and has been criminally detained in accordance with law. The case is under further consideration.

Unauthorized use of GOIP devices is illegal

According to the police, GOIP is a kind of hardware equipment for network communication, which has become a high-tech equipment to evade police tracking in the "deception circle", remotely control this device, insert dozens to hundreds of unnamed mobile phone cards, and convert traditional telephone signals into network signals, that is to say, scammers may make fraudulent calls abroad A, but display them in domestic B. According to the relevant provisions of the Telecommunications Regulations of the People's Republic of China, the use of GOIP equipment must pass the approval of the relevant departments, otherwise it is illegal to use.

Shenzhen Longgang police tips, the use of GOIP fraud is mostly shopping refund fraud, impersonation of public prosecutors fraud, cancellation of loan account fraud and other types, the public received from the self-proclaimed customer service and other strange people must be verified through the relevant official channels, so as not to be deceived. In addition, the public security organs have severely cracked down on the illegal installation and use of GOIP equipment to engage in telecommunications network fraud, and welcome the general public to actively report relevant clues.
