Songyang: Take multiple measures to make water cultural resources "alive" and "bright"

【This site January 19 news】In recent years, Songyang County has made full use of the characteristics of local water culture resources to enrich the characteristics, through the investigation and collation of water culture, the protection and excavation of water cultural heritage, the construction and improvement of water museums and water conservancy scenic spots, and the extensive publicity of water ecological civilization, it has continuously excavated, protected and inherited the local characteristics and essence of Songyang water culture, and gradually built it into a "golden business card" of Songyang.

First, find out the "family foundation" of heritage, and actively inherit water conservancy culture

The first is to continue to carry out the investigation of important water cultural heritage. According to the requirements of the Provincial Water Conservancy Department, on the basis of the 2018 water cultural heritage census, the survey of important water cultural heritage in the county will be actively carried out. Conduct preliminary screening and review and investigation of the Songyang County Water Cultural Heritage Catalogue, and form questionnaires, summary tables, survey reports, etc., which involve 214 items such as guyan, ancient pond, ancient causeway, bangwen, and inscription. At the same time, experts from various industries such as archives, museums, and water conservancy were invited to conduct a county-level self-examination and self-examination of the survey results. At present, it has been reported to the provincial department for acceptance.

The second is to actively declare the World Irrigation Engineering Heritage. Through competitive consultation and procurement, Zhejiang Provincial Institute of Water Resources and Hydropower was determined as the winning bidder for the text declaration. In September 2021, we successfully cooperated with Zhejiang Institute of Water Resources and Hydropower to complete the preparation of the declaration text and the heritage protection plan, and completed the domestic declaration text. At the same time, it also completed the preparation work of the on-site evaluation report materials and the selection and layout of the on-site points, waiting for the expert group to visit Songyang.

The third is to complete the preliminary stage of the water culture exhibition project for the comprehensive treatment of the main stream of Songyin Creek. The Songyin Creek Main Stream Comprehensive Treatment Project Water Culture Exhibition Project is located on Songyin Creek, and the project relies on "four weirs, three embankments, two banks, and one power station" to strengthen the water cultural attributes of Songyin Creek. Mainly selected on both sides of Songyin Creek Dushan Station, Bailongyan, Qinglongyan, Eagle's Mouth Lake, Noon Yangyan, Jinliangyan, Lixi, Water Culture Park, Baisha Expressway Bridge and other points for coastal water culture related content layout. At present, the preliminary design approval work has been completed.

Second, strengthen the construction of the position and tell the story of Songyang water culture

The first is to further strengthen the construction and management of the water museum. The transformation and upgrading of the water conservancy museum will be included in the construction project of the "Happy River and Lake Pilot County", and actively carry out publicity activities, and carry out preliminary cooperation with travel agencies in the county to attract tourist groups and expand the popularity of the water conservancy museum. In 2021, the Water Conservancy Museum will continue to improve the training of interpreters, and has completed more than 50 batches of more than 25,000 government affairs receptions, and nearly 30,000 individual guest receptions.

The second is to further improve the quality of management personnel. Make full use of the identity of the member units of the National Water Conservancy Museum Alliance to learn from the construction management experience of excellent water conservancy museums across the country. Participate in various relevant symposiums and exchange meetings organized by the Ministry of Water Resources and the Provincial Water Conservancy Department, and learn advanced experience from typical units. Further improve the comprehensive quality of management personnel and enrich the management experience of water conservancy museums.

The third is to actively declare various types of bases. At present, the first batch of "five-water co-governance" practice window declaration work in Zhejiang Province has been completed, and successfully passed the provincial acceptance; the sixth batch of social science popularization bases in Songyang County and the declaration of Songyang County's care for the next generation of education bases have been completed; and the declaration of "Invention Research Base" has been completed. At the same time, we will actively carry out the declaration of the national water education base, and entrust a third party to carry out in-depth excavation and data integration.

Third, integrate various resources and improve the construction and management of scenic spots

At present, Songyang County has 1 national water conservancy scenic area and 5 municipal water conservancy scenic spots, none of which have corresponding operation and maintenance management funds. In 2021, the Songyang County Water Conservancy Bureau will further improve the construction and management of water conservancy scenic spots in combination with the management of water conservancy projects such as rivers and embankments.

Actively report on the construction and management of water conservancy scenic spots, complete the transformation and upgrading of municipal water conservancy scenic spots, and declare and assess the xiangyi village water conservancy scenic spots with more mature conditions as this year's upgrading and transformation projects. At the same time, grasp the project to promote upgrading, active use of Songyin Creek main stream treatment, the creation of happy rivers and lakes and other water conservancy construction projects, give full play to the benefits of the project, through the construction of the project at the same time to enhance the infrastructure of the Songyin Creek Water Conservancy Scenic Area, improve the ecological environment, and increase the landscape design along the line, water culture exhibition and other beautification projects.
