The first is to increase the organization of supply sources. In view of the increase in demand for the Spring Festival and the new year, in order to increase the supply of vegetables and other important people's livelihood commodities in the market, Beijing has comprehensively adopted the "incentive + subsidy" model to encourage large chain supermarkets to increase the scale of procurement; support supply enterprises to organize supply into Beijing through multiple channels and expand commercial inventories. Xi'an City, Shaanxi Province, transfers more than 13,000 tons of vegetables daily from Hainan, Guangxi and other major vegetable producing counties in the province, effectively meeting market demand.
The second is to strengthen market price monitoring. Tianjin Municipality and Shaanxi Province strictly implement the price emergency monitoring system, and relevant departments have repeatedly gone to farmers' markets and supermarkets to carry out field research and coordinate to solve relevant problems.
The third is to ensure the smooth flow of goods. Henan Province issued a notice requiring the opening of "green channels" at the upper and lower entrances of the expressway, and giving priority to the detection and priority passage of guaranteed vehicles. Tianjin Municipality will focus on the supply of transport vehicles and speed up the processing of green passes.
The fourth is to give play to the role of market entities in ensuring supply. Nanjing City, Jiangsu Province, to guide the state-owned and collective farmers' market to play a leading role in demonstration, operate normally during the festival, and encourage private farmers' markets to open for business, and the first batch of 172 farmers' markets, 14 brand chain supermarkets, and 1480 convenience stores have determined to open for business normally during the Spring Festival holiday.
Fifth, actively invest reserves. Anhui Province dispatches small packages of grain, oil, pork, vegetables and other reserves throughout the province every week to ensure that they can be quickly mobilized in an emergency. Shizuishan City, Ningxia Hui Autonomous Region, plans to release a total of 125 tons of government reserve meat and 1,800 tons of 11 kinds of storage-resistant vegetables in three batches.
Sixth, strengthen market supervision. In order to further standardize the market price order during the Spring Festival, Wuhan City, Hubei Province, held a symposium on administrative guidance for key enterprises in the city, and the responsible persons of 13 supermarkets and farmers' markets signed a letter of commitment to operate in good faith and abide by the law and fulfill social responsibilities.
Seventh, do a good job in guaranteeing the basic livelihood of the people in difficulty. In October 2021, the National Development and Reform Commission, together with the Ministry of Finance, the Ministry of Civil Affairs and other departments, further improved the linkage mechanism between social assistance and security standards and price increases, expanded the scope of protection, and shortened the time limit for subsidy issuance. In 2021, a total of about 270 million yuan of price subsidies will be issued in various places, benefiting nearly 10 million people in need. Recently, Tianjin, Shandong, Fujian, Jiangxi, Guangdong and other places have also increased the basic living security for the people in need by issuing one-time price subsidies and implementing preferential supplies for the Spring Festival.
