The Intermediate People's Court of Pingliang City, Gansu Province, began a two-month "Thunder" centralized enforcement operation in the city's courts on October 15, 2021. The presidents of the courts at both levels took command and went out on the expedition, concentrated on enforcing cadres and policemen on standby for 24 hours, day and night, and directly attacked "Lao Lai". Among them, 51 people were detained, 253 people were summoned, 34.986 million yuan were frozen and detained, 13 times were forcibly evacuated, 1270 people were lost, and 305 people were forced to automatically perform the case payment of 7.9866 million yuan under the pressure of punishment for untrustworthiness, which greatly improved the enforcement ecology.

The courts at both levels in Pingliang City have focused on the overall situation, changed individual operations into group operations, moved the threshold forward, tried to implement written notices of property preservation and pre-litigation applications for judicial appraisal at the stage of case filing, grasped the linkage mechanism of guarantee trial and enforcement, and stimulated the "internal motivation" for enforcement.

On the basis of the "Dongfeng" of borrowing nodes such as returning home, the Pingliang Intermediate Court has successively opened information inquiry platforms such as "point-to-point" and "network inspection and control", and introduced the "Enforcement Sky Eye" system to prescribe a prescription for the "hiding cats" behaviors such as "running away" and transferring property of the person subject to enforcement, effectively solving the enforcement problems of some cases.

On November 4, 2021, the Kundong District People's Court of Pingliang City, Gansu Province, conducted centralized enforcement of a case involving land circulation fees for 82 applicants. After investigation, it was learned that although the person subject to enforcement, Guan X, had some real estate in his name, but all of them were mortgaged in the bank, Guan X said that his business investment had failed and he had no ability to perform it for the time being. After 5 hours of mediation and consultation, the enforcement officers explained the law clearly, and 82 applicants expressed their understanding of the current situation of the person subject to enforcement, and finally accepted the repayment plan proposed by the person subject to enforcement, which contributed to the settlement of the case.
