"According to the latest dispatch situation, 105.51 million mu of high-standard farmland was built last year, and 28.25 million mu of high-efficiency water-saving irrigation was developed simultaneously." These two figures account for 105.5% and 188.3% of the annual construction target, respectively. Guo Yongtian pointed out that the construction of high-standard farmland has achieved very obvious results, and has played an important role in supporting farmers to mobilize their enthusiasm for growing grain and ensuring national food security.

First of all, the foundation of national food security has been consolidated, the agricultural production conditions of high-standard farmland after completion have been significantly improved, the ability to resist disasters and reduce disasters has been significantly improved, the production in the hard-hit areas has been reduced, the production in the lightly affected areas has been stabilized, and the production in the non-disaster-stricken areas has increased. Through construction, a large number of high-quality fertile fields have been formed to ensure harvests from drought and floods, high yields and stable yields, and grain per thousand catties in one season and two tons of grain in one season, and the comprehensive grain production capacity has been further enhanced.

The second aspect has accelerated the transformation and upgrading of agriculture. Guo Yongtian said that according to the survey of the Ministry of Agriculture and Rural Affairs, the mechanization level of high-standard farmland project areas has increased by 15-20 percentage points compared with that of non-project areas, the land circulation rate of large-scale operation has increased by 30 percentage points, and the proportion of new business entities has increased by more than 20 percentage points.

Guo Yongtian introduced at the press conference that the construction of high-standard farmland has promoted the conservation and intensive utilization of agricultural resources and realized the sustainable utilization of resources. The effects of saving water, fertilizer, electricity and medicine are very obvious. According to the survey, the general water saving is 20%-30%, the power saving is more than 30%, the drug saving is 19%, and the fertilizer saving is 13%. At the same time, it promotes the increase of farmers' income, "which can significantly improve efficiency and output, but also effectively save and reduce production costs, and the average cost saving and efficiency per mu can reach more than 500 yuan, and farmers in the project area can get real benefits." ”

In August last year, the State Council approved the implementation of the "National High-standard Farmland Construction Plan (2021-2030)", which clarified the goals, tasks and important measures for high-standard farmland construction in the next ten years. According to the "Plan", in 2022, the mainland will build a total of 1 billion mu of high-standard farmland to stabilize the grain production capacity of more than 1 trillion jin. By 2025, 1.075 billion mu of high-standard farmland will be built, and 105 million mu of high-standard farmland will be transformed and upgraded to ensure a stable grain production capacity of more than 1.1 trillion catties.
