He said that the contradiction between supply and demand of vegetables in Haikou City was also more prominent, but since 2012, Haikou City has begun to establish a perennial vegetable reserve system, from 1,000 tons of vegetable reserves per year to 3,000 tons of reserves. Taking 2019 as an example, the average daily vegetable demand in Haikou is about 1200 tons, and through reserves, as well as strengthening local and provincial transportation, the average daily supply of Haikou is about 1230 tons, which basically meets the demand of haikou market, which is inseparable from the establishment of a perennial vegetable reserve system in Haikou and its role in stabilizing and storing.
In view of the results achieved, he suggested that Hainan could refer to the effective practices of relevant cities in the north and Haikou City to promote the establishment of a perennial vegetable reserve system in the province. The first is to establish a provincial and city-county second-level perennial vegetable reserve system at different levels, and the provincial-level reserve is mainly a centralized release of vegetables in accordance with regulations when there is a tight supply or rush to buy in a large range, and the price rises sharply, and other cities and counties can determine the secondary reserve amount according to the actual local situation and implement flexible reserves.
