FIFA official: New loan rules will be implemented from July to promote the balance of competition and prevent player hoarding

On January 20, Beijing time, FIFA officially announced that it will implement new loan regulations in July 2022 to promote the balance of competition and prevent player hoarding. This includes new rules such as a maximum lease term of one year.

Following the decision adopted by the FIFA Football Stakeholders Committee last year, new rules on football player loans are now ready for implementation. They will be submitted to the FIFA Council for approval at the next meeting with a view to entering into force on 1 July 2022.

The introduction of a new regulatory framework for player loans is another important step in the context of a broader reform of the transfer system, which began in 2017. Originally scheduled to begin in July 2020, it was delayed due to the outbreak.

Discussions with different stakeholder groups have laid the groundwork for this new framework and ensure that the new rules are firmly rooted in the following core objectives:

Develop young players

Promote the balance of competition

Prevent players from hoarding

To ensure that these goals are met, the new regulatory framework will include:

Requirements for written agreements stipulating rental terms, in particular the rental period and financial situation

Shorten the rental period, that is, the interval between two registration periods, with a maximum rental period of one year

Sublominals of professional players already on loan to a third club are prohibited

Limit on the number of loans per season between the same clubs: At any time in the season, a club can only have up to three professional players on loan to the same club, and up to three professional players can be loaned from the same club

Limits on the total number of loans a club can take each season. To ensure a smooth implementation, there will be the following transition periods:

- From 1 July 2022 until 30 June 2023, the club can loan up to 8 professional players and 8 professional players at any time of the season.

- From 1 July 2023 until 30 June 2024, the club can loan up to 7 professional players and 7 professional players at any time of the season.

- Finally, from 1 July 2024, the club can loan up to 6 professional players and 6 professional players at any time of the season.

*Players aged 21 and under and club academy players will not be subject to these restrictions.

At the domestic level, FIFA's member associations will be awarded a three-year term to implement lend-lease rules that conform to international principles. (End of announcement)
