The Jiangsu Provincial Committee of the Peasants' and Workers' Party submitted the "Proposal on Strengthening the Management of New Interactive Games" to the ongoing Fifth Session of the Twelfth CPPCC National Committee of Jiangsu Province, proposing to establish a "script killing" script filing and review system.
New formats of interactive games such as "script killing" and "room escape" have emerged in recent years. The survey shows that the cumulative number of registered enterprises in Jiangsu has exceeded 8,000, and the number of stores has exceeded 30,000. Operators generally carry out real-life decoration and prop layout of the venue, usually transform the rented room, separate out many small spaces, and even divide a room vertically into two or three floors, and the scene is filled with combustible items such as wood, plastic, silk cotton, etc., and cannot be effectively separated by fire. Some of the secret rooms use a lot of lighting and electrical equipment to create an atmosphere, which is easy to cause fires, and multiple closed environments are difficult to evacuate quickly. Most game operators do not have professional knowledge of field affairs, props, etc., and are prone to fire hazards.
Script irregularities also occur frequently. Because of the lack of supporting management standards, the script of "script killing" can be written and sold by anyone, and there is no shortage of illegal dissemination content such as excessive rendering of pornography, violence, terror, and superstition. According to a survey, 66.14% of young respondents believe that "script killing" good scripts are scarce, plagiarized and homogenized; 61.43% believe that there is a lack of market supervision and frequent piracy.
The Jiangsu Provincial Committee of the Peasants' and Workers' Party proposed to establish a script filing and review system. According to the Circular of the State Council on Severely Cracking Down on Illegal Publishing Activities, except for publishing units approved by the State, no unit or individual may publish books, newspapers, periodicals, or audio-visual publications for public distribution. The act of printing self-created scripts into books, publicly selling and making games for sale must be subject to legal supervision, and the relevant departments should issue corresponding regulations to put the scripts sold and used publicly under supervision through the establishment of a filing review system. On the basis of strengthening management, the press and publication department should encourage and guide practitioners to produce and update "script killing" scripts that conform to the characteristics of the main theme, and promote the healthy development of emerging industries.
At the same time, establish a joint inspection and law enforcement mechanism involving public security, cultural tourism, market supervision, fire rescue and other departments, clarify that the "escape room" place is a public entertainment place, multi-departmental linkage, establish an information exchange system and industry safety standards, strictly implement the fire audit and acceptance system, and ensure that the design and construction, building materials selection, electrical pipelines, fire fighting facilities and other requirements. Organize a joint supervision team to conduct rolling arrangements, and promptly supervise and rectify hidden dangers such as public security, fire protection, and epidemic prevention.
