"Accelerating the construction of a modern industrial system" is one of the key tasks arranged in the work report of this year's Chongqing Municipal Government, emphasizing the need to focus on promoting industrial transformation and upgrading, accelerating the upgrading of the industrial base and the modernization of the industrial chain, enhancing the resilience and competitiveness of the industrial chain, and promoting the economic cycle and the smooth flow of the industrial chain.
In this regard, Liangjiang Observation invited Professor Liao Yuanhe, doctoral supervisor of the Research Center for the Upper Yangtze River of Chongqing Technology and Business University, and Professor Huang Qinghua, deputy dean of the School of Economics and Management of Southwest University, to interpret it.
Liangjiang Observation: Since 2019, Chongqing has included the construction of a modern industrial system in the government work report for 4 consecutive years. This year's emphasis on "enhancing the resilience and competitiveness of the industrial chain", what do you think about this?
Liao Yuanhe: This is grasping the key. Only by enhancing the resilience and competitiveness of the industrial chain can we survive, develop and grow in the global industrial competition, have a strong ability to adapt to emergencies and risks, and maintain the stability of industrial development and the pattern of long-term prosperity.
As far as Chongqing is concerned, it is important to clearly understand the division of labor in the country's modern industrial system, give play to comparative advantages, and enhance the resilience, core competitiveness, high-end, innovation and integration of leading industries and advantageous industries.
Huang Qinghua: Yes. At present, the global industrial chain supply chain has been negatively affected by the epidemic and other negative impacts, and the risk of international trade has intensified. In this context, it is extremely critical to stabilize and optimize the industrial chain supply chain. Only by enhancing the resilience and competitiveness of the industrial chain can it be possible to improve the level of modernization of the industrial system.
Key issues that need to be addressed urgently
Liangjiang Observation: Problem-oriented, what problems do you think Chongqing has in the process of building a modern industrial system? How to solve it?
Huang Qinghua: Personally, I believe that there are three main problems:
From the perspective of the primary industry, the foundation is relatively weak, the development potential is relatively insufficient, and the process of agricultural modernization is slow, which restricts the development of the industry.
From the perspective of the secondary industry, as an important industrial base in the mainland, the problem of Chongqing's manufacturing industry being "big but not strong" is still more prominent. For example, the intelligent transformation process of traditional manufacturing is still relatively slow, and the continuous kinetic energy conversion of emerging industries such as digital economy is also slightly insufficient, and a large part of the industry is at the low end of the value chain.
From the perspective of the tertiary industry, the overall development level of Chongqing's modern service industry is not high, such as the development of professional modern services such as finance, insurance, and consulting, and the mismatch between supply and demand is more prominent.
How to solve it? I think there are the following paths:
The first is to make up for the shortcomings of the above-mentioned industrial development, vigorously develop strategic emerging industries, improve the modernization level of the industrial chain supply chain, and form an industrial chain supply chain with stronger innovation, higher added value, and more secure and reliable industrial chain supply chain.
The second is to promote the in-depth integration and development of the first, second, and third industries, put the development of modern service industries in a more prominent position, and empower industrial transformation and upgrading and agriculture.
The third is to promote the deep integration of the digital economy and the real economy, accelerate the promotion of digital industrialization and industrial digitalization, and continuously strengthen the new engine of economic development.
Liao Yuanhe: To build a modern industrial system in Chongqing, we must not only build on our strengths, but also make up for our weaknesses. Location advantages, leading industries and advantageous industries are Chongqing's strengths, and the shortage of talents is one of the most prominent shortcomings. To make up for the shortcomings of talents, one depends on the introduction, the second relies on training, and the third relies on forming a good ecology that gives play to the enthusiasm, initiative and creativity of talents.
Manufacturing competitiveness is a top priority
Liangjiang Observation: To build a modern industrial system, the government work report will "improve the core competitiveness of the manufacturing industry" in the first place, what do you think about this? Any suggestions?
Liao Yuanhe: Manufacturing is the foundation of Chongqing's city and the foundation of a strong city. Only by improving the core competitiveness of leading industries such as new energy vehicles, electronic information, and equipment manufacturing, and advantageous industries such as medicine, materials, and consumer goods industries can Chongqing build a modern industrial system, and it can even be said that it is possible.
From the perspective of leading industries, the manufacture of new energy vehicles, electronic information and equipment in the twin-city economic circle of Chengdu-Chongqing region is vigorously supported by the state and has the conditions to become a world-class industrial cluster. Next, these leading industries should be led by innovation, so as to continuously enhance their core competitiveness:
First, it is necessary to enhance the strength of research and development, establish a state-level scientific and technological research and development and innovation center, and master the core technology and advanced key technologies; the second is to introduce large-scale leading enterprises in the fields of integrated circuits, electronic core components, CNC machine tools, etc., so as to form an industrial cluster as the core; the third is to further build a more complete industrial chain.
From the perspective of advantageous industries such as medicine, materials, and consumer goods, first, we must cultivate brand products with scale effects; second, we must optimize the spatial layout, give play to the comparative advantages of various districts and counties, form excellent, refined, and special, and avoid "blossoming everywhere" and "low-quality duplication"; third, we must concentrate resources on developing key enterprises with comparative advantages.
Huang Qinghua: Improving the core competitiveness of the manufacturing industry is the top priority. I would like to make the following 5 suggestions:
The first is to consolidate the reengineering of the industrial base. Actively docking the national industrial base reconstruction project, focusing on the urgent needs of the "five basics" field, targeted deployment of a number of key industrial parks, jointly carry out technical research, solve common technology, cutting-edge technology and emerging technology problems, and promote the upgrading of the industrial base.
The second is to implement the chain stabilization project. By cultivating a group of leading enterprises with a certain scale, good growth and advanced technology and a group of specialized and special new "small giant" enterprises focusing on market segmentation, strong innovation ability, excellent quality and efficiency, we will maintain a stable chain.
The third is to promote the development of strategic emerging industrial clusters. Build municipal key industrial parks, promote cooperation between different fields of new industries, promote the deep integration between emerging industries and traditional industries, focus on supplementing the chain extension chain, and accelerate the formation of upstream and downstream supporting production systems.
The fourth is to grasp the upgrading and reconstruction of the industrial chain. Innovation is the source of the core competitiveness of the manufacturing industry, it is necessary to optimize the structure of R&D investment, build a sound innovation platform system, promote collaborative innovation of the industrial chain, deepen the intelligent transformation of the industrial chain, and promote transformation and upgrading.
Fifth, highlight the quality and efficiency of pillar industries. In particular, we will promote the upgrading of the industrial base and the modernization of the industrial chain in the automotive, electronic information, equipment manufacturing, medicine, materials, and consumer goods industries.
The digital economy focuses on integration Liangjiang Observation: Digital industrialization, industrial digitalization is a major trend, how can Chongqing combine the digital economy to promote industrialization and upgrading?
Huang Qinghua: At present, the mainland economy is in the process of transforming new and old kinetic energy, and the digital economy is gradually building a new industrial form to stimulate greater innovation vitality. Vigorously developing the digital economy and cultivating new growth points is conducive to buffering the downward pressure on the economy and thus promoting high-quality development.
As far as Chongqing is concerned, the key lies in promoting the deep integration of digital technology and economic and social development:
In terms of industrial development, it is necessary to accelerate the development of the software industry, highlighting key directions such as industrial software, basic software, and industry application software; deepening the implementation of intelligent manufacturing and accelerating the pace of transformation and upgrading of the manufacturing industry; promoting intelligent product upgrading and actively matching consumer consumption upgrades; and consolidating digital infrastructure and enriching intelligent application scenarios.
In terms of policy guidance, it is necessary to promote the cross-border integration and development of industries, accelerate the improvement of the policies and institutional systems of the digital economy, and focus on three aspects: policy penetration capacity, policy support, and supervision methods.
