People's Daily Beijing, January 20 (Reporter Zhang Wenting) In order to further strengthen the fire safety management of childcare institutions and ensure the safety and health of infants and young children, recently, the National Health Commission and the Ministry of Emergency Management organized and formulated the "Fire Safety Guidelines for Childcare Institutions (Trial)" (hereinafter referred to as the "Safety Guidelines"), requiring childcare institutions to install 24-hour visual monitoring equipment or visual monitoring systems, and the images should be displayed in real time in the duty room, the fire control room of the building where they are located, etc. The retention period of video image information should not be less than 30 days.

The Safety Guidelines stipulate that childcare institutions refer to institutions that provide full-day care, half-day care, timed care, temporary care and other childcare services for infants and young children under 3 years of age.

The "Safety Guidelines" mainly regulate the basic conditions of fire safety, fire safety management, fire electricity and gas safety management, flammable combustibles safety management, safe evacuation management and emergency disposal management.

The Safety Guidelines require that childcare institutions shall not be set up on four or more floors, underground or semi-underground, and the specific floors shall comply with the relevant provisions of the Code for Fire Protection of Building Design (GB50016). Childcare institutions shall not be set up in "three-in-one" places (accommodation and production, storage and operation of joint use places) and color steel plate buildings, and must not be set up in the same building as places where inflammable and explosive dangerous goods are produced, stored and operated.

It is worth noting that the Safety Guidelines make it clear that electric bicycles, electric balance bikes and their batteries shall not be illegally parked and charged in the nursery places, stairwells, walkways and safety exits of childcare institutions; children's play facilities with electricity storage functions shall not be charged during childcare work.

The Safety Guidelines also mention that childcare institutions must not use flammable and combustible pendants, plastic imitation trees, ocean balls, hydrogen balloons and other decorative shapes in large quantities. When infants and young children rest, the childcare institution should specify that more than 2 personnel are responsible for duty care to ensure that fire accidents can be quickly dealt with and evacuated in time.
