Speeding up the preliminary work of the second phase of the Bihe Water Supply Project and setting up the project at an early date is the main suggestion I put forward when I participated in the provincial two sessions this time.

The Bihe Irrigation District, where Lezhi County is located, is an extremely water-scarce area known in the history of Sichuan, including Jintang, Jianyang, Yanjiang, Anyue, Lezhi, Anju and Daying in the three cities of Chengdu, Ziyang and Suining. The per capita water resources here are only 460 cubic meters, which is one-fifth of the per capita amount of the whole country and one-sixth of the per capita amount of the province, which is an extremely water-scarce area.

In July 2021, the first phase of the Bihe River Water Supply Project, which took six years to build, was opened to water, alleviating the drought situation in some parts of the Bihe Irrigation District. However, the first phase of the project mainly builds backbone channels such as the main trunk canal and the water filling canal, which only has the function of "introduction", and all the hoarding reservoirs and most of the channels are built in the second phase of the bihe river water supply project.

Take Lezhi County as an example, at present there is no large reservoir in the county, when encountering the flood period, there is no reservoir to fill the water, the water flows away, as a long-term living in the water-scarce area people see very heartache, Anyue County although the reservoir was built, but the reservoir to the field is still lacking branch canals to lead water to the field. Therefore, the drought of the People of Sichuan has not been fundamentally solved, and there is still a shortage of water.

The scope of water supply of the second phase of the Bihe Water Supply Project is larger than that of the First Phase of the Bihe Water Supply Project, and the ability to regulate water resources is stronger, and at present, the second phase of the Bihe River has completed the physical investigation of land acquisition, the evaluation of the cladding mine, the evaluation of cultural relics and monuments, etc., but there is no project.

Therefore, the suggestion made by the two provincial sessions this time is to set up a project to build the second phase of the Bihe Water Supply Project at an early date and give full play to the overall function of the "introduction, adjustment and storage" of the Bihe Water Supply Project, so as to realize the overall benefits of the Bihe Irrigation District.
