From December 2009 to August 2021, Wang Dechun, former deputy secretary of the party committee of Yimai Town, Wushi County, Xinjiang, was scattered throughout the fields and small courtyards of Yimai Town. In August 2021, he was transferred to the chairman of Wushi County Yanshan Water Affairs Co., Ltd., and there are still people in Yimu Town who call from time to time to greet or ask for help. The "screw" to serve the masses

In 2014, Wang Dechun served as the deputy mayor of Yimai Town, and often visited various villages. The village of Khan DikJiran, the furthest away from the town government, has a rugged dirt road of 25 kilometers long. "There were no buses at that time, and I rode a motorcycle every time I went to the village." Wang Dechun recalled that every time he returned from a visit, he could hardly see the original color of his pants and shoes below his knees. If you are not careful, the motorcycle will fall into the bunker and cannot move, so you have to ask the villagers who pass by to find a tractor to help pull it out.

In order to solve the difficulties of villagers' inconvenience in traveling, Wang Dechun includes the declaration of rural road projects as one of the key tasks of the year every year. As of 2017, the hardening rate of rural roads in the town reached 100%, and the villagers' groups were also connected to asphalt roads.

From 2014 to 2021, Wang Dechun was in charge of Baolian Le Ujin Village. When visiting the village, he learned that toheti Sdic, a poor household in Lika at that time, was deeply rooted in the lazy thinking, did not want to cultivate the land, did not do the work introduced, and only wanted to live on low security, so he took the initiative to pair up with Toheti Sdic, lived in Tohti Sdic's house many times in a row, ate with him, lived with him, worked together, and patiently preached the party's policy of benefiting the people.

After a while, Tohti Stik was touched, he said: "The policy of the party and the state is so good, I should cherish the hard-won happy life and live a good life on my own hands." Since then, Tohti Sdic has changed, working in addition to his own fields, he also works on construction sites, and his income has increased year by year, completely lifting himself out of poverty.

Neighborhood disputes, difficult demands, migrant workers' needs... In the eyes of the masses, it is not wrong to find Wang Dechun, he is a "screw", as long as the masses need it, he is there.

"At the beginning of the visit, because I was not familiar with it, the masses were not very enthusiastic, but later the number of visits increased, and the masses greeted me warmly when they saw me from afar, which made me very moved." Wang Dechun said: No matter how small the masses' affairs are, they are also major affairs.

The "main bone" at the critical moment

Four of the 16 villages in Imakma Town are close to the Toshkan River and are flooded all year round. Every year in May and August is the flood season, which is also the most worrying time for the cadres and masses of the whole town, tens of thousands of cadres and masses spontaneously go to the front line of flood control to fight to prevent floods from flooding villages and homes.

One day in May 2014, Wang Dechun led more than 300 people to stand at the mouth of the flood control dam in Leujin Village. Watching the flood tear open a small opening in the embankment, the torrent gushed out, and the crowd fell into panic. At this time, Wang Dechun jumped into the flood with an arrow step and beckoned the crowd on the shore to quickly fill the sandbags. The crowd reacted, with some of them jumping into the flood with him, and some of them staying on the shore to deliver sandbags. After everyone's continuous struggle, the breach was finally blocked.

Recalling the dangerous situation at that time, Wang Dechun said: "I am a party member cadre, and when there is a dangerous situation, I must rush to the front. ”

In order to let the masses no longer be disturbed by floods, in 2018, the construction of flood control dams in Yimu Town was put on the agenda, and Wang Dechun was busy watching the scene, reporting projects, and doing verification. In 2020, the construction of the 7 sections of the town's flood control dam was completed in batches, and the cadres and masses bid farewell to the history of flood plugging every year.

In 2014, the per capita cultivated land in Yimai Town was 2.3 mu, and among the 16 villages in the town, there were 7 deeply impoverished villages, with a poverty incidence rate of 31.6%, the land was poor, the planting structure was single, the villagers' general cultural level was low, and some villagers' "waiting for the need" mentality was more serious, and it was difficult to get rid of poverty.

In the face of a series of difficult problems, Wang Dechun, who mainly grasped the work of poverty alleviation, made sufficient efforts to embroider, took "who to help and how to help" as the starting point and foothold of his work, thoroughly understood the policies, took the lead in setting up a propaganda team, and went into households to publicize the party's various policies for benefiting the people. He traveled to 16 administrative villages, 90 villager groups, and 2,082 poor households in the town, organized and held more than 40 on-site promotion meetings for poverty alleviation and more than 70 special party committees, and investigated and analyzed the causes of poverty one by one.

After finding the "cause", Wang Dechun led the cadres of the town poverty alleviation office to "prescribe the right medicine", formulate a poverty alleviation plan for each poor family one by one, and go all out to bite the "hard bone" of poverty alleviation, and the per capita income of the poor population in the town increased from 3800 yuan in 2015 to 11,000 yuan in 2019, and all villages were successfully lifted out of poverty.
