Nanning, 19 Jan (China News Network) -- At the "two sessions" held here, Guangxi Zhuang Autonomous Region Chairman Lan Tianli proposed that the local government will seize the opportunity of implementing the "Regional Comprehensive Economic Partnership Agreement" (RCEP), pragmatically dock the implementation of RCEP, deepen the institutional reform of the China (Guangxi) Pilot Free Trade Zone, jointly build a new land and sea corridor in the western region at a high level, promote a higher level of opening up, and actively serve the construction of a China-ASEAN community of common destiny.
Guangxi is the only province and region in China that is connected to ASEAN by land and sea, and It is the window and frontier for China to open up and cooperate with ASEAN. RCEP came into effect, and this border province and region ushered in opportunities for expanding opening up and development. In the past 10 years, Guangxi has invested US$11.2 billion in two directions with RCEP members, which has become Guangxi's largest "going global" investment destination and the third largest source of foreign investment.
With advanced planning and multiple measures to seize the opportunity of RCEP, Guangxi is fully prepared for the effective implementation of RCEP. At the beginning of 2021, Guangxi has successively issued a number of documents such as "Several Measures for Guangxi to Accelerate the Docking of the New Rules for RCEP Economy and Trade", "List of Guangxi Goods Trade Potential Commodities under RCEP", "List of Guangxi Service Trade Potential Areas under RCEP", etc., to sort out existing industries and propose differentiated development policies for docking different markets such as ASEAN and Japan and South Korea.
In order to better seize the opportunities of RCEP for service enterprises, Guangxi has explored the establishment of an industrial chain supply chain cooperation mechanism with the industrial and commercial circles of ASEAN countries, broadened the channels for attracting investment and investment, promoted more key links in the industrial chain supply chain and guangxi key parks, advantageous industries and brand enterprises to accurately dock and cooperate, and laid out the important links of the chain in Guangxi in the restructuring and adjustment of the industrial chain supply chain brought about by RCEP.
On the other hand, Guangxi attracts enterprises from Singapore, Japan, South Korea, Australia, New Zealand and other countries and domestic enterprises in the Yangtze River Delta and pearl river delta to settle down, build industrial clusters, open up the Southeast Asian market, and promote the formation of a regional industrial structure layout with internal and external linkage and perfect support.
In the month that the RCEP came into effect, Guangxi Automobile Group signed an agreement with Japan's ASF Co., Ltd. to cooperate in the development of pure electric logistics vehicles. According to the agreement, the R&D and production by Guangxi New Energy Automobile Base, the R&D expenses provided by Japan ASF Co., Ltd. and sold in Japan, the cooperation amount reached 210 million yuan, and it is expected to achieve a cumulative mass production target of 100,000 vehicles in 2030, which is expected to drive the formation of a new industrial chain.
Guangxi Beitou Port Investment Group Co., Ltd. is the largest investment and operation enterprise in Guangxi Border Port. Based on the logistics system of cross-border highways, the company is committed to building a new type of foreign trade integrated service system for ASEAN, providing convenient services for upstream and downstream enterprises, and comprehensively improving customs clearance efficiency to meet the "6-hour customs clearance" commitment of perishable goods and express goods under RCEP.

The China (Guangxi) Pilot Free Trade Zone also plays the role of a "test field", implementing RCEP with high quality, building a free trade zone leading China-ASEAN opening and cooperation, and exploring institutional innovation in financial opening up, trade and investment facilitation, and modern service industries.
Not long before that, the RCEP Enterprise Service Center, the Guangxi Enterprise RCEP Intelligent Service System for Trade in Goods, the List of Potential Commodities for Trade in Goods in Guangxi under the RCEP and the List of Potential Areas for Trade in Services in Guangxi have been established or released in the Guangxi Pilot Free Trade Zone.
Yang Chunting, director of the Department of Commerce of Guangxi Zhuang Autonomous Region, said that Guangxi will fully release the dividends of RCEP opening-up, accelerate the docking of new international economic and trade rules, and launch a number of high-quality "Guangxi experiences" for the implementation of RCEP rules, so as to form a demonstration for the use of RCEP policies and measures in various fields across the country.
Due to the effective implementation of RCEP, Guangxi has promoted the upgrading and development of the China-ASEAN Expo. Wang Lei, director of the Guangxi International Expo Bureau and secretary general of the Secretariat of the China-ASEAN Expo, said that the official will promote the establishment of the RCEP (Nanning) International Expo Center, expand the function of the China-ASEAN Commodity Convergence Center platform, create a "Nanning Channel" for RCEP cooperation, and expand the service scope of the China-ASEAN Expo from "10+1" to all RCEP member countries.
At the same time, Guangxi will also accelerate the construction of China-ASEAN import and export commodity trading platform, China-ASEAN digital economy industrial park, China-ASEAN emergency management cooperation base and other projects, and solidly promote the construction of financial opening gateways for ASEAN and scientific and technological innovation cooperation zones.
