The circular clarifies the scope, projects and standards of fees, and puts forward requirements for strengthening daily work supervision.

01 How to charge service charges and collection fees?

Service fees for primary and secondary schools refer to the fees charged by schools (including compulsory education stage schools and ordinary high school stage schools) to provide services voluntarily selected by students or parents of students in school in addition to completing normal teaching tasks.

Primary and secondary school fees refer to the fees collected and paid by the school for the unit providing the service under the premise of the voluntary consent of the student or the student's parents in order to facilitate the students' study and life in school.

The service charges and charging standards of public primary and secondary schools in Guilin City shall be subject to government guidance prices and shall be managed according to the maximum price limit. (See the schedule at the end of the article)

The maximum after-school service fee for schools in the municipal (district) public compulsory education stage is 120 yuan per student per month. The maximum after-school service fee for schools in the public compulsory education stage of the district (the town where the urban administrative office is located) is 120 yuan per student per month. The maximum after-school service fee for schools in the public compulsory education stage of townships and towns under urban jurisdiction is 80 yuan per student per month.

Non-boarding public compulsory education stage schools arrange students to rest in dormitories and implement effective management, and can charge lunch accommodation fees. The maximum limit of the noon accommodation fee for schools in the municipal (district) public compulsory education stage is 120 yuan per student per month. The maximum amount of lunch accommodation fees for schools in the public compulsory education stage of the district (the town where the urban administrative office is located) is 80 yuan per student. month. The maximum limit of the lunch accommodation fee for schools in the public compulsory education stage of townships under the jurisdiction of the urban area is 50 yuan per student. month.

The service charges and collection projects of private schools and non-profit private ordinary high schools in the compulsory education stage of our city shall be implemented in accordance with the provisions of this notice, and the service charging standards shall be formulated by the school in strict accordance with the principle of non-profit.

02 Adhere to the principle of voluntariness and non-profit

Service charges must adhere to the principle of voluntary and non-profit for students or parents of students, and it is strictly forbidden to force or covertly enforce the provision of services and charge fees, or only charge no services.

The collection of fees must follow the principle of voluntariness and necessity, and the actual cost of providing services by the service unit shall be settled with the student according to the facts, and no other fees shall be forcibly collected or charged in a unified manner.

Before the school collects service fees or collection fees, it shall solicit the opinions of the parents and students in writing, and after collection, it shall settle the bill according to the semester or month, and promptly publish the list of fees and expenditures to the parents of the students. Schools and teachers shall not obtain any financial benefits in the process of serving students and handling relevant matters on their behalf, and shall not receive any form of kickback. If there is a discount on agency services, the student must return the full amount.

03 Notice proposes multiple "strictly prohibited"

The notice requires that schools strictly implement the fee items specified in this notice. Service matters directly related to school teaching activities and teaching management, as well as services that the State expressly prohibits or clearly stipulates that they are guaranteed by finance, shall not be listed as service charges and collection items.

It is strictly forbidden to include the educational and teaching activities and matters within the scope of teaching management required by the national and regional curriculum reforms into the scope of service fees and collection of fees. It is strictly forbidden to use lecture notes materials, examination papers, electronic reading, computer computers, heating, cooling, drinking water, campus safety, bicycle guarding, and military training (including accommodation expenses, transportation expenses, etc. during military training) as service charges and collection of fees.

It is strictly forbidden for schools, third-party institutions or parent committees to collect supplementary school fees, sponsorship fees linked to enrollment, installation and use of air conditioners and other fees. Schools should conscientiously do a good job in self-inspection and clean-up of fee-charging items, and all those outside the scope of the project shall not be charged, and the guarantee within the scope of the project will only be reduced and not increased.

04 Service charges and collection of fees shall be earmarked for special purposes

The circular requires that schools should strictly implement the work of publicizing fees, and through various forms such as websites, public accounts, public notice columns, and enrollment brochures, disclose service fees and collection items, standards, and other relevant content to students and society, actively accept supervision by students, parents, and society, and enhance the transparency of school fee policies. Where it should be publicized according to regulations but is not publicized, or the content of the publicity is inconsistent with the provisions of the policy, no fees shall be charged.

The circular points out that service charges and collection fees shall be earmarked for special purposes, and those collected by the school shall be charged according to the actual expenditure or transferred in full to the unit providing the service; At the end of each semester, the income and expenditure of service charges and collection fees will be announced to students and parents of students, and it is strictly forbidden for any department, unit or individual to intercept, embezzle, or squeeze out service charges and collection funds for any reason.

Regarding other matters concerning after-school service charges and collection of fees on behalf of the guangxi Zhuang Autonomous Region, it should be strictly implemented in accordance with the Notice of the Guangxi Zhuang Autonomous Region Development and Reform Commission and the Guangxi Zhuang Autonomous Region Education Department on Further Regulating the Management of Service Charges and Collection of Fees for Primary and Secondary Schools in our Region (Guifa Reform Fee Collection Regulation [2021] No. 1164).
