The estimated investment of 299 million yuan in the project can effectively solve the dilemma of serious shortage of drinking water sources and over-exploitation of groundwater in Xingping City, so that the drinking water source in Xingping City will be upgraded from three types of groundwater to one type of surface water, to achieve the goal of dual water source allocation of urban water supply, to solve the problem of production and living water in Xianyang Textile Industrial Park, Xingping Food Industrial Park, and 230,000 people in Xingping City and XiwuBan, Fuzhai Town and other towns.

During the "Twelfth Five-Year Plan" period, more than 30 counties and towns in Shaanxi have experienced water supply emergencies and water suspension incidents, which have aroused great concern from governments at all levels and all sectors of society.

According to the urban and rural water supply plan, the total investment in water supply in Shaanxi County needs 10 billion yuan, while the current annual investment is less than 300 million yuan. At the same time, most cities and counties in the province do not have the ability to match funds, and problems such as large investment needs for water conservancy projects and single sources of funds need to be solved urgently.

Cultivate opportunities in the crisis and open a new situation in the change. The provincial party committee and the provincial government integrate special funds involving water supply finance, implement the liquidation, confirmation and transfer of rights, promote the marketization of water supply assets, revitalize water conservancy assets, and improve the capacity of water supply at the county level. The Provincial Development and Reform Commission and the Provincial Department of Finance listed the Group's water supply marketization work in the first batch of "PPP" demonstration projects in the province.

On August 9, 2019, the first water source project cooperated by government and enterprises in Shaanxi Province, the Hanyin Donghe Reservoir Hub Project, stored water under the sluice gate, and the Hanyin people looked forward to the realization of the dream of "Donghe Dream" for half a century.

The Hanyin Donghe Reservoir was listed in the "National Large and Medium-sized Reservoir Construction Plan" and the "Twelfth Five-Year Plan for Water Conservancy Development of Shaanxi Province" as a key water conservancy project with a total investment of 348 million yuan and a total design capacity of 45.61 million cubic meters. The operation and management of the project from financing construction to completion will be completely in accordance with the market-oriented operation means, completely breaking the past public welfare water conservancy project construction by the government independent investment, operation and management of the cumbersome system of "building a project, establishing a unit", effectively reducing the burden of government finance, manpower management and solving the problem of insufficient project construction funds.

According to Ning Jianhui, director of the Construction and Management Department of Shaanxi Provincial Water Affairs Group, since 2014, the group has invested a total of 7.3 billion yuan and implemented 26 reservoir and water diversion projects. A number of water source reservoir projects such as Hancheng Xiaomichuan, Houjiayu, Luochuan Lijiahe, Hanyindonghe, Shanyang Mogou, Taibaishigou, Huanglong Gongzhaigou, Ganquanfu Cunchuan, Luochuan Lijiahe, and ZichangHongshijia have been under-invested and shelved for decades have been started, and 12 reservoir projects and 2 water diversion projects have been completed.

In 2012, fu county government launched the construction of the second water purification plant project in Shaxigou with a total investment of 43 million yuan. Due to limited financial resources, the construction of the project was forced to stop.

"Our fiscal revenue at that time was more than 100 million yuan. Just in August 2014, the provincial government made it clear that the provincial water affairs group would take the market-oriented road to solve the problem of water supply in the province's counties. On September 4, 2014, Shaanxi Provincial Water Affairs Group signed an agreement with FuXian Government to start the pilot work of marketization of water supply in the first county in the province.

After Shaanxi Provincial Water Affairs Group took over Fuxian water source, water plant and other water-related assets, it immediately allocated more than 50 million yuan for the construction of water supply in Fuxian County.

On July 7, 2015, after the completion of the 10.8-kilometer water supply pipeline from fuxian second water purification plant to Yanchang petrochemical base, Fuxian second water plant and Yan'an Nangoumen Reservoir jointly provided a strong water guarantee for the Fuxian Yanchang energy chemical project with a total investment of 23 billion yuan.

The government and state-owned enterprises, with complementary advantages and win-win cooperation, have become a model for solving infrastructure shortcomings.

From toddler to stride forward, the "Shaanxi Water Mode" is like a spark in the land of Sanqin, gradually forming a burning trend. The Group has signed water supply cooperation agreements with the local governments of 69 counties and cities, including Ningqiang County, Zichang County, Hancheng County, Yijun County, Jingyang County, Taibai County, Hanyin County and Fuping County. The integration of water markets at the county level in Yan'an, Weinan, Hanzhong, Shangluo and other cities has basically achieved full coverage.

The daily water supply scale reached 1.04 million tons, ensuring the water demand of more than 5 million people.

With a good reputation in the water supply market, in March 2017, Shaanxi Provincial Water Affairs Group and Luochuan County reached a sewage treatment cooperation agreement, kicking off the prelude to the integration of the sewage treatment market in the province.

"In 2020, the sewage treatment plants in 5 market towns in Hanyin County will be officially connected to water, and Hanyin County will take the lead in Shaanxi to achieve full coverage of sewage treatment in market towns." By the end of 2021, we have signed sewage treatment cooperation agreements with 42 counties and districts. On November 12, 2020, the Lianhuatai Hydropower Station, which has experienced three owners and four governments, and carries the expectations of 240,000 Shangnan people, was officially connected to the grid for power generation. With a total installed capacity of 40,000 kilowatts, Lianhuatai Hydropower Station is an industrial poverty alleviation project determined by the Provincial State-owned Assets Supervision and Administration Commission and the Provincial Poverty Alleviation Office. The new energy company acquired two industrial poverty alleviation projects, the 30 MW photovoltaic power station in Huanglong County and the 15 MW photovoltaic power station in Yanchuan County. In August 2021, the new energy company allocated 4.8 million yuan to Huanglong County and Yanchuan County, and distributed 3,000 yuan to each of the 1,600 poor households. This is the fourth consecutive year since 2017 that $4.8 million has been disbursed and will be disbursed until 2036.

Since 2017, Shaanxi Water Affairs Group has launched 7 poverty alleviation projects in the four major areas of urban and rural water supply, hydropower development, eco-tourism and love education in danfeng, Shanyang, Shangnan and Zaoshui counties, with a total investment of 990 million yuan. Danfeng County Dihua Town Water Supply Emergency Renovation Project, Zaoshui County Yingpan Town Water Supply Project, Shanyang County Manchuanguan Town Water Supply Project has been put into operation, Shangnan County Lotus Terrace Hydropower Station Project connected to the grid to generate electricity, Danfeng Yuling Water Village Project began trial operation.

By the end of November 2021, the total installed capacity of 12 hydropower stations operated by Shaanxi Water Affairs Group was 152,600 kilowatts, and the power generation capacity exceeded 400 million kWh, making its own contribution to "carbon neutrality".

On April 6, 2017, Shaanxi Water Affairs Group Dali Novel Modern Agricultural Park was awarded the "Shaanxi Provincial Vegetable Industry Transformation and Upgrading Demonstration Site" by the Provincial Horticulture Station, exploring a new way for the transformation and upgrading of the vegetable industry in the province.

At the request of Luochuan County, Linyou County and Hanyin County Government, Shaanxi Water Affairs Group revitalized government assets and built Luochuan Runyuan Hotel, Linyou Yixin Valley Xinyuan Hotel and Hanyin Fengtai Xinyuan Hotel with high standards, which not only enhanced the soft power of the locality, but also became a local landmark building.

Not only in Shaanxi, but also in Hainan, Guangdong and Jiangsu, the water supply, hydropower and sewage treatment business of Shaanxi Provincial Water Affairs Group has blossomed, and the "going out" strategy has taken root.

Since the "13th Five-Year Plan", the group's industrial development has been extended vertically, from the county to the urban area and township, from the province to the outside of the province, from domestic water to production water, from water supply to sewage, water ecology and other whole industrial chains, through the intensive operation of the provincial state-owned enterprise platform, effectively solved the problem of regional dispersion of the water industry, not only formed a market-oriented integration of the "Shaanxi Water" model, but also formed an industrialized, large-scale and intensive operation model with a demonstration and leading role in the country.

On April 10, 2020, the Water Quality Improvement Project in Fuping District was officially opened to water, which used the world's advanced ultrafiltration membrane plus reverse osmosis technology to completely solve the drinking water problem of about 240,000 people in and around the urban area of Fuping County. Not only that, more than 1.5 million people in 17 cities and counties such as Yan'an, Zaoshui, Taibai, Fuping, Baishui, Wuqi, Lintong District and other 17 cities and counties have also used "Shaanxi Water Affairs" membrane technology products and drunk high-quality direct drinking water.

Not only that, the group's "Shaanxi Water Affairs" membrane technology equipment is also applied to the sewage treatment of Huayin City and Baishui County, so that the reclaimed water is reused in industrial production. Nanzheng District Sewage Treatment Company tried to add dead leaves, chaff, etc. after the sludge fermentation, to make fertilizer, so that the sludge eventually became a good fertilizer to improve the soil. Wuqi County Sewage Treatment Company used nano bubble oil water separation and production water treatment equipment, and repeatedly tested in Wuqi Oil Production Plant in Yanchang Oilfield, and the effect was very satisfactory.

Technology and ingenuity have made the Group's water supply and sewage treatment change from traditional to modern, from quantitative change to qualitative change.

On March 30, 2021, the Silk Road International Water Science and Technology Innovation Park project with a total investment of about 6 billion yuan was officially started in Jinghe New Town, Xixian New District, marking that under the action deployment of the State-owned Assets Supervision and Administration Commission of the State Council and the Shaanxi Provincial Party Committee and the Provincial Government to deepen the integration and development of the central and local governments, the cooperation between the Provincial Water Affairs Group and the China Chemical Construction Group has taken a substantial step, and the completion of the project will make greater contributions to promoting the province's water undertakings and economic and social development.

On July 31, 2021, the Construction of Qin Chuangyuan Innovation-driven Platform and the Transformation conference of Shaanxi Provincial Water Science and Technology Achievements were held in The Industrial Incubation Center of Jinghe New Town, Xixian New Area. On November 3, 2021, Shaanxi Water Affairs Group organized a roadshow on the latest ten scientific and technological achievements of Qinchuang's former Shaanxi Water Industry Innovation Driving Center, and has applied 10 new technologies such as water affairs, energy saving and environmental protection.
