Luo Guosan introduced that at present, the problem of unbalanced and insufficient development of comprehensive transportation in the mainland is still relatively prominent, and it is urgent to promote the high-quality development of transportation with all-round transformation, which is the overall requirement of the construction of the "14th Five-Year Plan" comprehensive transportation system. Specifically, it is necessary to achieve the "five transformations", that is, from strengthening the construction of national corridors to improving the capacity of national corridors and accurately improving regional networks, from the relatively independent development of various modes of transportation to paying more attention to the integrated and coordinated development, from the traditional service supply to the high-end effective supply characterized by digital intelligence, from relying on traditional factors and investment to paying more attention to reform-driven and innovation-driven, from construction-oriented to paying equal attention to construction, management, and transportation, and optimizing incremental upgrading of stocks. At the level of specific tasks, we must do a good job in the following four aspects:

The third is to adjust the development model. The fourth is to change the development path. Promote the balanced coordination of facilities and services, take into account basic needs and diversified needs, accelerate the development of passenger intermodal transportation and multimodal transport of goods, and develop modern postal express services.
