Luo Guosan introduced that at present, the problem of unbalanced and insufficient development of comprehensive transportation in the mainland is still relatively prominent, and it is urgent to promote the high-quality development of transportation with all-round transformation, which is the overall requirement of the construction of the "14th Five-Year Plan" comprehensive transportation system. Specifically, it is necessary to achieve the "five transformations", that is, from strengthening the construction of national corridors to improving the capacity of national corridors and accurately improving regional networks, from the relatively independent development of various modes of transportation to paying more attention to the integrated and coordinated development, from the traditional service supply to the high-end effective supply characterized by digital intelligence, from relying on traditional factors and investment to paying more attention to reform-driven and innovation-driven, from construction-oriented to paying equal attention to construction, management, and transportation, and optimizing incremental upgrading of stocks. At the level of specific tasks, we must do a good job in the following four aspects:

The second is to enhance the momentum of development. Focus on infrastructure intelligence, advanced transportation equipment, digital transportation management mode, and innovation foundation autonomy, build a ubiquitously interconnected, flexible collaboration, and globally competitive intelligent transportation system, promote the transformation and upgrading of intelligent digital networks of infrastructure, promote advanced and applicable transportation equipment, and promote the digitization of services to meet personalized and high-quality travel needs, consolidate the foundation for innovative development, and enhance the new momentum of comprehensive transportation development.

The third is to adjust the development model. Enhance the resilience of the comprehensive transportation system, strengthen the investigation, monitoring and early warning of hidden risks, maintain the intrinsic safety of facilities and equipment, continue to improve the emergency response plan, improve the emergency response mechanism, and improve the ability to cope with extreme weather. The concept of green development and the requirements of low-carbon development will run through the entire process of development, optimize and adjust the transportation structure, promote low-carbon facilities and equipment, focus on promoting the construction of charging facilities and equipment in regional areas such as transportation hub stations, parking facilities, and highway service areas, and coordinate to promote pollution reduction and carbon reduction, form a long-term mechanism for green and low-carbon development, and make transportation more environmentally friendly and travel more low-carbon.

The fourth is to change the development path. We will focus on satisfying the people's yearning for a better life and promoting common prosperity, strengthen the construction, management, and transportation, and improve the service life of transportation infrastructure. Promote the balanced coordination of facilities and services, take into account basic needs and diversified needs, accelerate the development of passenger intermodal transportation and multimodal transport of goods, and develop modern postal express services. Promote the deep integration of transportation and economic and social development, cultivate new models of transportation consumption, promote high-level opening up and cooperation in transportation, and ensure the safety and smoothness of the international logistics supply chain.
