The proposal of the CPPCC Gansu Provincial Committee has realized the transformation from "quantity- to "qualitative"

Ma Qixin, a member of the Gansu Provincial Committee of the Chinese People's Political Consultative Conference, said in an interview that the proposal work of the Gansu Provincial CPPCC is becoming more efficient. Due to the "four-instance trial mechanism" in the front, although the rate of filing proposals has shown a downward trend, the quality of proposals has been improved.

Member Ma Qixin's speech was also reflected in the proposal work of the Gansu Provincial CPPCC Committee in 2021.

In 2021, members of the Gansu Provincial Committee of the Chinese People's Political Consultative Conference submitted 901 proposals and filed 613 cases, with a case filing rate of 68%, and the case filing rate decreased by 19.8% compared with 2020.

Behind the decline in the case filing rate is that in the review of proposals, the Gansu Provincial CPPCC committee standardized the process of "pre-trial - pre-trial - thematic review - centralized review", guiding the CPPCC members to change their proposals from "quantitative" to "qualitative". Among the proposals filed, the proportion of class A and B proposals reached 93.8%, and the quality of proposals was significantly improved.

At the same time, the Gansu Provincial CPPCC Committee has guided the vast number of CPPCC members to focus on the overall strategic situation, from focusing on specific issues to effectively implementing major strategies, from individual submissions to joint submissions, and from being confined to the development of their own regions to promoting coordinated regional development.

During the national "two sessions", members of the CPPCC National Committee submitted 103 proposals and filed 82 cases, achieving a double improvement in the number of proposals and the quality of case filing. Among them, five proposals, such as improving the ecological compensation mechanism of the Yellow River Basin and accelerating the completion of the shortcomings of the construction of logistics hubs in the northwest region, were listed as key proposals of the National Committee of the Chinese People's Political Consultative Conference, which was the first time in the history of Gansu Province.
