Major adjustments in resettlement policies
The rules are as follows:
Targets and places of resettlement
Officers under the rank of Colonel:
(1) Serving as an officer for 16 years;
(2) Serving as a non-commissioned officer or officer for a total of 16 years;
(3) Where they have completed 20 years of service;
(4) Directly selecting and recruiting officers, or specially recruited officers who have been promoted (conferred) to the rank of major or above, and then retire from the military at an old age.
sergeant:
(1) Served as a sergeant for 16 years;
(2) Where they have completed 18 years of service;
(3) After being promoted (conferred) to the rank of sergeant major or above of the fourth rank, the company has served at the rank for 6 years and has served for a total of 14 years.
Retired military officers and non-commissioned officers who receive monthly retirement pensions may be resettled in their place of origin, place of enlistment, or the place of their household registration at the time of enlistment, or they may choose a place of resettlement in accordance with the following circumstances:
(1) It may be resettled before the spouse joins the military, when they are married, or where their current household registration is located; if they do not have a spouse, they may be placed in the garrison according to the conditions for their spouse to accompany the military; they may be resettled in the place where their parents or one of the spouse's parents is a military official, and if both of their parents or one of them are military personnel, they may be resettled at the place of origin, enlistment, or retirement of either parent; if an officer meets the prescribed conditions, he may be resettled at the place where his or her child's household registration is located. Where the children of a non-commissioned officer are active military personnel and meet the conditions for the spouses of the resident military personnel to accompany the military, they may also be placed in the premises of the children's unit. Among them, those who are placed with their spouses or their spouse's parents must comply with the provisions of the military on the marriage of servicemen on active duty.
(2) Where both husband and wife are officers, both or one of them may be resettled in the form of receiving a monthly retirement payment, and may be placed in either party's troop station, place of origin, place of enlistment, or the place of household registration at the time of enlistment; one of the husband and wife is an officer, and the other spouse is a non-commissioned officer who meets the conditions for arranging work and receiving retirement pension, retirement or support on a monthly basis, and both parties or one party may be resettled in either party's military station, place of origin, place of enlistment, or the place of household registration at the time of enlistment; Both parties or one party may be resettled in the form of receiving a monthly retirement pension, and may be resettled in the garrison of the party that meets the conditions for accompanying the military.
(3) Other circumstances provided for by the State.
Retired military officers who have relocated to settle in a super-city determined by the State Council shall comply with the relevant provisions of the state and the military on the resettlement and settlement of retired military officers in the megacity; retired non-commissioned officers who have been resettled and settled in the super-city determined by the State Council shall have been married for 2 years and comply with the relevant policies and regulations of the super-city on settlement. Where a retired officer or non-commissioned officer who was a student of an ordinary institution of higher learning at the time of enlistment and does not return to school after retirement shall be placed in the place of his household registration before enrollment.
Payment of retirement payments
Retirement benefits are paid in two stages before and after the statutory retirement age of the State. Before reaching the national statutory retirement age, retirement pensions are paid month by month in accordance with regulations; after reaching the national statutory retirement age, they enjoy basic pensions, occupational pensions and other old-age insurance benefits in accordance with regulations, and continue to retain a certain proportion of retirement pensions for life.
The retirement pension shall be determined according to the number of years of service as an officer or non-commissioned officer, in accordance with a certain proportion of the base number of payments, and the specific proportion of payment shall be implemented in accordance with the following provisions:
Retirement payment standards:
Retired officers who have served as officers for 16 years or who have served as non-commissioned officers and officers for a total of 16 years, the retirement payment shall be determined according to 60% of the base amount calculated;
Retired non-commissioned officers who have served for 16 years, and the retirement payment is determined according to 50% of the base amount;
For more than 16 years, the proportion of payments will increase by 2% for each additional year; for less than 16 years, the proportion of payments will be reduced by 2% for each less year.
Specific criteria for the calculation and issuance of retirement pension bases
Additional issuance of retirement payments
Retired officers and non-commissioned officers and non-commissioned officers who have received commendations for meritorious service in the military and who have served in hardship and remote areas and special posts for a long time shall be paid an additional retirement pension in accordance with a certain proportion of the calculated base, and the specific proportion of additional payment shall be implemented in accordance with the following provisions:
He has been awarded the Honor and Commendation of Military Merit:
Those who have obtained third-class, second-class, and first-class merits during their service will be increased by 2%, 4%, and 8% respectively; for those who have obtained fourth-class, third-class, second-class, and first-class combat merits, the proportion of awards will be increased by 2%, 4%, 8%, and 12% respectively;
Where medals or honorary titles are awarded, the proportion of awards is increased by 15%;
Where a second-level commendation has been obtained and approved or a first-level commendation, the proportion of retirement pensions shall be increased in accordance with the standards for second-class combat merit and first-class battle merit, respectively.
Where meritorious honors and commendations have been awarded many times, the proportion of calculation and distribution may be cumulative, and the cumulative proportion shall not exceed 15%;
The cumulative proportion of meritorious honors and commendations of the same rank shall not exceed the proportion of additional issuances of the previous level;
Where the same matter has been awarded two or more meritorious honors, the proportion of additional issuance will be higher.
Have been in difficult and remote areas for a long time:
Those who have served in the Tibet Autonomous Region or in hardship and remote areas of category III or more for 10 years shall increase the proportion of payments by 5%;
For more than 10 years, the proportion of payment in the Tibet Autonomous Region and in the sixth, fifth, fourth, and third categories of hardship and remote areas will increase by 2 percent, 1.5 percent, 1.2 percent, 0.8 percent, and 0.5 percent respectively.
For service on special islands, first-class islands, and second-class islands, the proportion of calculation and issuance shall be increased with reference to the relevant standards for service in categories V, IV, and III in hardship and remote areas, respectively.
The same area is in line with the two situations of increased issuance in difficult remote areas and islands.
The proportion of additional retirement benefits for service in the above-mentioned areas can be cumulative, except for placement in the above-mentioned areas, the cumulative proportion does not exceed 15%.
Those who are placed in the above-mentioned areas and pay the basic old-age insurance premiums in accordance with the regulations shall be issued regional subsidies before reaching the statutory retirement age of the State.
Long-term service in special positions:
Those who have served in flight, ship, or nuclear-related posts for 10 years will increase the proportion of 5 percent. Retired officers who have served as the chief officers of divisions, brigades, regiments, and battalion-level units of combat units for a total of 3 years will increase the proportion of salaries by 2%.

Retirement pay changes after retirement age
When veterans who receive retirement pensions month by month reach the statutory retirement age of the State, they shall retain a certain proportion of the retirement pension (including subsidies in hardship and remote areas) for the month and issue them for life in accordance with regulations from the following month.
After retirement age:
The retention rate for 16 years as an officer and non-commissioned officer is 20%, the retention rate is increased by 1% for each additional year, and the retention rate is reduced by 1% for each less than 1 year, and the retention rate does not exceed 25%.
Where service is served in an area above 3500 meters above sea level and placed in such an area, the retention ratio for each year of service in such area shall be increased by 1%, up to a maximum of 10%.
