FIFA announced the final three-man shortlist for the 2021 World Footballer of the Year, with Levan, Messi, Salah and Ronaldo not being selected.

Voting for The World Footballer of the Year will close at 7:00 a.m. Beijing time on December 11, 2021, and the award ceremony will take place on January 17, 2022. Due to the pandemic, the World Footballer of the Year award ceremony will be held online at FIFA Headquarters in Zurich.
Voting Rules: Each award is based on the performance of the candidates between October 8, 2020 and August 7, 2021, and the best player is voted by the captains, coaches, media representatives and fans of each national team (fans from all over the world can participate after registration on the FIFA official website), of which the captain, coach, media representative and fans have a voting weight of 1/4, regardless of the actual vote of each group.
Personally, the time frame considered for this award is between October 8, 2020 and August 7, 2021, because Messi has the Copa America, and Levan's Poland did not even qualify in the group at the European Cup, and Salah's performance during this period is far less than Messi and Levan, plus the captain and coach are involved in the voting, it is not surprising that this year's World Footballer of the Year will eventually be won by Messi, which is more stable than the Ballon d'Or.
