According to the US Chinese Network on December 5, the US federal judge ordered on December 4 that the Trump administration must issue an announcement before the 7th, announcing that it will accept new applications for the "Deferred Repatriation Program for Childhood Arrivals in the United States" (DACA, also known as the "Dream Student" program).

Judge Nicholas Gallopheth's latest order was reportedly based on its November ruling. At the time, he ruled that Acting Secretary of Homeland Security Chad Wolff had been improperly represented in signing up on applications and renewal rules restricting the Dreamer program, so his actions were "not legally authorized."

On December 4, local time, Gallofez ordered the cancellation of Wolfe's memorandum detailing new rules for the "Dreamer" program. Gallofez also asked the Department of Homeland Security to publicly issue a notice saying it would accept new applications and restore the validity period of the temporary status obtained through the application to two years.

"The Department of State Security has been instructed to issue an announcement within 3 days of this order that it clearly shows on its website and on the websites of all other relevant agencies that it still accepts first-time applications, extension applications, and re-entry permit applications under daca that require consideration of deferral of deportation...", Calophees said.

The Dreamer program was signed by then-President Barack Obama in 2012. The program aims to save juvenile illegal immigrants who were brought into the United States by their parents as young people from deportation and legally obtain jobs. The Trump administration considered the move to be an "unconstitutional use of power by the executive branch" and ordered the repeal of the policy in September 2017.

In June 2020, the Supreme Court ruled that the Trump administration's attempts to terminate the program violated federal administrative law. In July, Wolff released a memorandum saying it would no longer accept new applications for the Dreamer program and that the period of temporary status would be changed to one year instead of two years due to ongoing reviews.

According to reports, the "Dream student" program does not provide a direct way for these teenage immigrants to obtain U.S. citizenship, but provides them with a temporary status. The status is valid for two years before and can be renewed.
