What exactly were their original ideas and pursuits?
Although my previous articles have been harshly critical of the principals and responsible persons in Hubei and Wuhan, I have never thought that they are inherently bad people or conspirators who have plotted against them from the beginning. On the contrary, I fully believe that they are ordinary people and ordinary people like us. It was only because of coincidence, coupled with their own unremitting efforts to orient themselves, that they repeatedly crossed the threshold of the eunuch sea and held important positions. And when the epidemic first occurred, they also followed their own habits and routines, and later only because of path dependence and logic, they gradually fell into a deeper and deeper quagmire.
From the perspective of ordinary people, it can not only let us understand more phenomena, but also help us get more enlightenment and warning. I remember when I was very young, I had the problem of hiding my mistakes in front of my parents and teachers. Their first reaction to any problem that arises is first to solve it themselves behind closed doors, eliminating all noise noise. As I said in my previous article, the Wuhan Municipal Health Commission also punished the Wuchang Branch of Wuhan Jinyintan Hospital for failing to report problems to the network direct reporting system in a timely manner more than half a year ago, and issued an announcement on the official website to punish. Wuhan's official "Wuhan Release" also admitted in response to netizens' questions on February 26 that the earliest case of pneumonia of unknown cause registered in their internal information system was December 8, 2019. The first case recorded in the article published in The Lancet at Wuhan Jinyintan Hospital occurred on 1 December, and 3 more cases occurred on 10 December. No matter which hospitals these cases are scattered in, and the consultations and reports are organized as required, it is impossible for the Wuhan CDC and the Health Commission to be unaware, because this is exactly what the regulations clearly stipulate.
After the tragic lessons of SARS, the specially promulgated "National Public Health Emergency Related Information Reporting Management Specification" stipulates that "pneumonia of unknown cause is found" and "the responsible reporting unit and responsible reporter who obtain the relevant information of the public health emergency shall report to the professional institution designated by the local health administrative department by telephone or fax within two hours, and if there is a network direct reporting condition, the network direct report shall be carried out at the same time". It can be seen that through the lessons of blood, the laws and regulations that we have summed up and condensed are still very strict. If we strictly follow the requirements of the regulations, no matter where the new virus comes from, we can completely nip its transmission in the bud. Therefore, laws and regulations must have a mighty tooth and make people obey in awe. We must also seriously hold accountable those who regard laws and regulations as child's play and turn a deaf ear to set an example. Otherwise, violators of the law can excuse themselves for various reasons, go unpunished, and escape responsibility, which is extremely detrimental to the possibility of preventing the recurrence of the epidemic at present, and it is difficult to avoid the recurrence of similar disasters.
In addition, the National Monitoring, Screening and Management Plan for Cases of Pneumonia of Unknown Cause also clearly stipulates that "2 or more cases of pneumonia of unknown cause that occur within two weeks with epidemiological relevance" are already "clusters of pneumonia cases of unknown cause", and it is even more important to attach great importance to it, immediately report and take emergency measures. Therefore, from the beginning to the middle of December, it is not clear whether the Municipal Health commission has a high political position, takes the initiative to share the worries of the provincial and municipal leaders, and solves the problem by itself without reporting it, or whether it is agreed to do so by the provincial and municipal leaders. But in any case, once the regulations were not reported directly to the national network system in early December, the first fatal mistake was made.
By December 20, it is conceivable that as the number of cases in various hospitals begins to increase, it will inevitably attract the attention of relevant hospital leaders and relevant personnel of the Wuhan Municipal Health Commission system. Obviously, a metropolis like Wuhan, where the medical level and medical resources are at the forefront of the country, cannot figure out the cause of the infection, of course, it is not a simple disease. In this way, on December 24, a sample of pneumonia of unknown cause has been sent to Guangzhou Weiyuan Company for testing. And the company soon found that the problem was serious, no later than the 27th immediately contacted the hospital and disease control personnel sent for examination in Wuhan, and then sent someone to Wuhan to report to the relevant hospitals and CDC personnel (see Caixin Network and other related reports), which shows that the Wuhan CDC and Health Commission system is not unaware, but it is personally organized or at least has been involved in it.
At this time, coupled with the feedback of other test results, it should be said that the Wuhan Health Commission has generally understood that the pneumonia of unknown cause must be some kind of SARS highly pathogenic virus. In fact, from the beginning, they will not understand that the "unknown" of "pneumonia of unknown cause" is not at all the reason why they can not report it to the top and can go to someone for testing at will, because this "unknown" is the top priority of national prevention after SARS in 2003. It is important to know that the real horror is not known and understood diseases. The terrible thing is precisely this "unknown cause", just like the new SARS that year made us suffer a big loss, so the former Ministry of Health issued a special document for this "unknown cause pneumonia" to establish a report, investigation and monitoring system.
But 17 years may be enough time to numb people, and where does an official need to think about what can happen once in 17 years! However, the state's highly pathogenic microorganisms, not to mention the pathogenic pathogens of unknown causes, have been the focus of prevention since 2003, from detection and transportation, storage, are the most advanced prevention. But then Wuhan and Hubei made a second fatal mistake. Instead of immediately reporting it to the central government health authorities, they continue to conceal it. It is speculated that their calculation is that even if they report immediately, the two big mistakes of not directly reporting the violations of the law and regulations, not reporting highly pathogenic samples to the state in time, and delaying the fighter plane are already nailed in the ironclad and cannot be run. This is not a little bit of black on the faces of the leaders of the model cities of Wuhan and Hubei. If you continue to solve the problem yourself, you can smooth out this matter, although there is a little risk, but it is better than immediately confessing and accepting punishment, and perhaps a nationwide report of criticism.
It can be seen that the road to hell is paved with one wrong staircase after another.
It is under this path dependence, with the persistent report of Dr. Zhang Jixian of the Hospital of Integrated Traditional Chinese and Western Medicine, the provincial and urban three-level disease control finally jointly carried out a joint on-site investigation on December 29. The superior of the Wuhan Municipal Health Commission (Municipal Party Committee and Municipal Government?) Provincial Health Commission? Provincial Party Committee Provincial Government? Urgent notices were also issued to subordinate organs. According to this "superior emergency notice" (the emergency notice issued by this superior is estimated to be very small, so it has not been leaked so far, and no one knows who this superior is and what the content of the notice is), so the Wuhan Municipal Health Commission issued two emergency notices internally on December 30. According to People magazine, until 10:20 p.m. that night, the Municipal Health Commission was still communicating to the hospital to keep it confidential, and stressed that the unauthorized release of information caused panic should be held accountable. As everyone knows, at this time, these two internal documents have been uploaded to the Internet (see the report of the Investigation Team of the State Supervision Commission), which in turn triggered a series of butterfly effects.
According to a report by the Health Times on March 20, Jiao Yahui, a member of the medical treatment team of the Central Guidance Group and a supervisor of the Medical Administration Bureau of the National Health Commission (at the level of director of the Department), confirmed in the video interview of the "People's Famous Doctors" in the live column of the People's Daily that "on December 31, 2019, after the National Health Commission learned of the emergence of pneumonia of unknown cause in Wuhan from the Internet, it immediately communicated with the local health department to confirm, and on the same day, sent a working group to Wuhan." This is the first time from official sources to confirm what our article pointed out earlier, Ma Guoqiang, former deputy secretary of the Hubei Provincial Party Committee and secretary of the Wuhan Municipal Party Committee, said in an interview with CCTV's "News 1+1" on January 31 that they "reported to the National Health Commission" on December 30 and 31, which was just an open lie to the people of the whole country.
