The reporter learned that the "cluster registration" system also adopts an innovative way, the office space of the incubator is divided into many small areas and numbered according to the number of desks, and the founders of small and micro enterprises can only rent one of the desks as the company's registered address for registration. According to the previous rules, every company had to have a single office as its place of registration. But it is difficult for small and micro enterprises to find offices with the right price, location and area. The separate registration of single-room offices greatly reduces the rent cost of small and micro enterprises.

According to the person in charge of the Qingshan District Administrative Examination and Approval Bureau, after the implementation of cluster registration, the number of newly registered market entities in Qingshan District has increased year by year. In 2018, there were only more than 3,000 new market entities in Qingshan District throughout the year, and in 2019, it reached nearly 5,000. Although affected by the epidemic in 2020, more than 5,600 new market entities were added throughout the year.
