Beijing Daily commentary: More points of source governance for "zombie cars"

Tires dry, stucco all over the place, dominance... In the corners of Beijing's city, you can often see the figure of "zombie cars". How to dispose of these "alternative municipal garbage" has become a real problem.

Where did the "zombie car" come from? Some were eliminated and abandoned due to old and damaged, some could not go on the road because they missed the annual inspection, and some were lost because they were burdened with huge fines and late fees... There are many reasons for this, but in the final analysis, it is all the director of the car, throwing the mess to the society. These gray-headed, long-abandoned vehicles not only ruin the scenery, but also aggravate traffic congestion, hinder people's travel, and also have serious safety hazards. Some experts said that the car is not used for a long time, which is easy to cause fuel leakage and even volatile spontaneous combustion, and a large number of lead, sulfur and other substances in the old battery will also form a large number of harmful gases in the storage space.

There is no doubt that "zombie cars" encroach on public resources and breed safety hazards should be "cured", but why delay and not be cured? The crux of the matter is that under the current legal provisions, the state implements an ownership registration system for motor vehicles, and "zombie cars" still belong to the property of the owners, and it is forbidden for any unit or individual to encroach, rob or destroy. In the absence of a clear legal definition, it is more difficult to find special treatment methods and long-term governance mechanisms, and governance actions are not easy to carry out. The city has carried out special clean-up operations many times, from the preliminary mapping to on-site evidence collection, from the clearance operation to the unified storage, transportation, urban management and other departments have paid great efforts and high costs, but this special governance has not yet been institutionalized and normalized, and the temporary results are easily eroded by the new "zombie car".

With the increasing refinement of urban governance, whether from the perspective of guarding public safety and maintaining the appearance of the city, or from the perspective of revitalizing public resources and serving the people's livelihood, the rectification of "zombie cars" must be stricter. The top priority at present is to solve the problems of insufficient basis for governance, unclear subjects of responsibility, and unclear specific division of labor. This requires the relevant departments to establish a set of special system programs to form a "zombie car" discovery, disposal, registration, and tracing system to digest the stock as soon as possible. At the same time, optimize the way of vehicle scrapping, guide car owners to dispose of scrapped vehicles according to law, and track and supervise the disposal behavior of all registered vehicles to reduce the generation of "zombie cars" from the source.

According to the data, by the end of 2020, the number of motor vehicles in Beijing exceeded 6.5 million. For Beijing, which took the lead in entering the "automobile society", enjoying the convenience and speed brought by the car, it is bound to face the "troubles on the wheels" earlier. Governing the "zombie car" is a test of the wisdom of urban governance, and it also contains a civilized test of how to deal with the relationship between people and vehicles. In the process of systematic governance by the rulers, it is necessary to consolidate the rule consciousness of "personal freedom without harming others and the public interest", promote the disappearance of the "zombie car" from the city vision, and do a good job in cultivating social civilization.
