Lanxi is a famous weaving city in China, the base of China's textile industry, the first in the province in denim production, and the first in the country in the output of pure cotton stretch leisure fabrics. There are more than 500 textile enterprises in the city, 148 enterprises on the regulations, the annual output value accounts for 36% of the city's total industrial output value, absorbing more than 40,000 jobs, accounting for two-thirds of the number of industrial workers in the city. It can be said that the textile industry is the traditional advantageous industry of Lanxi, and it is also an industry that enriches the people.

However, with the implementation of the "intelligent textile" strategy, labor-intensive industries with difficult recruitment and generally low quality of personnel are common diseases, which are increasingly constraining the transformation and upgrading of Lanxi textile industry.

The first step of "grabbing the answer" is to undertake the national textile industry "Lanxi - Jinsuo Cup" weaver (rapier loom) vocational skills competition, in order to encourage the establishment of the "training, training, competition, promotion" four-in-one skill training model, but also smooth the channel for employees to grow into talents.

In this national skill competition, Weaver Zhao Ting achieved the second place in the single item of "broken warp" and the third place of "broken weft", and thus won the honorary title of "National Cotton Textile Industry Technical Expert".

The second step of "rushing to answer" is to deepen the evaluation project of skilled talents, carry out the identification of the skill level of textile work in various forms such as skill appraisal, independent evaluation, competition identification, etc., on this basis, encourage enterprises to formulate policies for talent growth and equity incentives, cultivate and use high-skilled talents in key positions and key processes, and achieve a "win-win" for the development of enterprises and employees.

In December last year, Lanxi's first batch of weaver vocational skill level assessment (pilot) was held in Xinlan Textile, Zhejiang, 20 weavers passed the theoretical knowledge and practical operation skills assessment, the results met the requirements of the "National Occupational Standards for Weavers", reviewed by the Municipal Human Resources and Social Security Bureau, the enterprise assessed and issued the "Occupational Skill Level Certificate", enjoying the same treatment as the state.

At present, there are 5 textile enterprises in Lanxi City that have carried out independent identification of employee skill levels, of which 95 are senior workers of Weichen Textile and Xinlan Textile, and 9 enterprises have declared qualifications.

The third step of "rushing to answer" is to cultivate modern industrial workers with digital empowerment, take the digital reform as an opportunity, give play to cloud platform services, use the sino-German vocational education center, Lanxi Technical School and other major positions, deepen the integration of digital industry and education, successively train more than 800 textile workers, and at the same time cooperate with Zhejiang Sci-Tech University, Zhejiang University of Technology and other universities to establish 7 technology transfer centers and 2 research institutes, continuously deepen school-enterprise cooperation, jointly carry out textile technology college classes and textile engineering colleges, targeted training undergraduates, College degree staff, to create a new type of textile talent team.

In addition, with the innovation studio of high-skilled talents (labor models and craftsmen) in the textile industry as the carrier, the "Qinglan Plan" and "Mentoring and Apprenticeship" activities were implemented. In the middle of this, Zhang Meihua, a technical expert in the national textile industry, a "great craftsman in the inheritance" and "a great craftsman in China's textile industry", launched the "Zhejiang Lan Textile" golden signboard in the "Chuanbang Belt", and three apprentices won the honorary title of "Technical Expert in the Cotton Textile Industry" in the country.
