Realize "minor illness in the community, major illness to the hospital, rehabilitation back to the community"
Not long ago, the Eighth Party Congress of Futian District proposed that it is necessary to solidly promote the "seven haves of people's livelihood", create "the first good people's livelihood", and make happiness the warmest background of Futian. Futian District will take the construction of the social welfare center as the main position and the main focus to promote the reform of the grass-roots medical and health system, make the social health center bigger and stronger, and create a number of benchmark social health.
Futian District will build a modern urban public health emergency management system "six integrations", unremittingly grasp the normalization of epidemic prevention and control, build a national immunization defense line, protect the life and health safety of citizens, and create a resilient and healthy urban area.
"Six integrations", that is, in order to implement the "Healthy China" strategy, establish the concept of great health and great health, and build an online and offline integrated medical service and public health system; promote the coordinated development of high-level specialties in hospitals and social welfare institutions, and realize the integration of hospital social health; draw a "health map" in intelligent urban areas, vertically integrate the resources of medical institutions at the municipal and district levels to achieve the integration of medical services in urban areas; accelerate the high-quality development of public hospitals, and "the government sets up a platform" to leverage social resources to build international high-end medical institutions. The construction of characteristic community hospitals is a solid foundation for the implementation of the "Healthy China" strategy and a decisive step to achieve "six integrations". In Futian, the community hospital has another brand, that is, the public health service center, in the future, Futian residents can complete the integration of public health and medical rehabilitation without leaving the community, deepen the management mode of community chronic diseases, upgrade from "treatment" to "treatment of diseases", and truly realize "small diseases in the community, major diseases to the hospital, rehabilitation back to the community".
Stimulate the new vitality of community hospitals with institutional reform
Different from the ordinary social welfare center, the community hospital will explore the reform of the management system, first try the unified management of people and property, realize full empowerment and independent accounting, activate the endogenous power of talents, and stimulate the new vitality of community hospitals.
In terms of management system, community hospitals have the right to operate independently. At present, Futian District adopts the method of "unveiling the leader" to recruit key members of the community hospital preparation, and the preparatory team is responsible for the overall preparation of the community hospital, including physical construction and decoration, participation in the formulation of the community hospital operation process, etc., of which the team leader is responsible for the overall work; the deputy team leader is responsible for medical business management, basic public health management, and administrative logistics management. The community hospital has a president and three vice presidents, the president is generally responsible, and the three vice presidents are responsible for medical business management, basic public health management and administrative logistics management. At present, Futian District has publicly recruited 20 members of the community hospital preparation team within the scope of the district medical and health system, and formed 5 preparatory groups.
Community hospitals still adhere to hospital management, give full play to the disciplinary and professional advantages of higher-level hospitals, and provide residents with more convenient and accurate referral services. Each community hospital will combine the actual situation of the residents in the jurisdiction, start from the services urgently needed by the people, identify the integration points and focus points, focus on improving the connotation of service quality, create different characteristic specialties, and better meet the growing health needs of the people.
In terms of hardware, Futian District benchmarks the highest national housing standards and demonstration standards, and builds four new regional-level social health institutions with high quality, Name Jingtian North Community Hospital, Jinling Holiday Community Hospital, South China Garden Social Health Center, and Yitian Social Health Center, and on the basis of basic diagnosis and treatment services and basic public health services, it opens beds based on the elderly, rehabilitation, nursing, palliative care, etc., undertakes continuous health management and medical services, and meets the multi-level diversified and convenient health service needs of residents in the jurisdiction.
