Because no matter how the times change, the Qing Dynasty is still a feudal dynasty from the bones. As a feudal dynasty, it needs to have the absolute rule of the king. The constitutional monarchy is precisely this kind of authority of the emperor, which puts forward a great negative uncertainty factor, which makes the power of the imperial family and the emperor decomposed in many issues and aspects, weakening and even the end of the replacement of the imperial power, even if this kind of thinking is relatively advanced, can save the current backward Qing Dynasty to a certain extent, but the Qing Dynasty still will not change itself in this way.
The reason is also relatively simple, the Qing Dynasty deeply understands a truth, once the power of this kind of thing once they let go of it and then think about it has become more difficult.
