Masks are divided into medical masks and non-medical masks. Zhang Qi, deputy director of the Department of Medical Device Supervision of the State Food and Drug Administration, introduced that according to the feedback of the 12315 complaint and reporting platform, the number of complaints about medical mask products in 2020 was 5060 (an average of 422 per month), and in the first half of 2021, it was 245 (an average of 41 per month), and the quality of medical masks continued to improve.

"Strengthen the investigation of hidden dangers in the quality of masks, and strengthen the treatment of problem masks." Liu Min said that the focus is on the acceptance of key raw materials such as meltblown cloth, the quality control of mask factory inspection and other quality control, and the labeling and implementation of standards for masks, and once quality and safety risks are found, timely early warnings are given to effectively eliminate potential safety hazards. The first time to dispose of unqualified products, order enterprises to immediately stop sales, according to the law to take measures such as sealing, seizure, etc., to strictly prevent the flow into the market.

Yu Jun, spokesman for the State Administration of Market Regulation, said that since the beginning of this year, the market supervision department has focused on the quality of mask products, carried out the action of "helping enterprises to protect the people's security and health" of non-medical masks, cleaned up a number of illegal production and sales products, investigated and dealt with a number of illegal cases, and solved a number of outstanding quality and safety problems.

In terms of carrying out mask law enforcement inspections, the market supervision department focuses on investigating and dealing with these types of illegal acts: the production and sale of products that do not meet safety standards and expired products, the use of non-medical masks to impersonate medical masks, etc. to fake and really shoddy, price gouging, price gouging, price fraud.

Nan Jun, deputy director of the Law Enforcement and Inspection Bureau of the State Administration of Market Regulation, said that in the special action to crack down on the illegal production and sale of masks and other protective equipment, the national market supervision department investigated and handled 45,700 cases of illegal production and sale of masks and other protective equipment, fined and confiscated 712 million yuan, the value of the goods involved was 584 million yuan, and 1,033 cases were transferred to the public security organs. In the special rectification action of the certification activities in the field of masks, protective clothing and other epidemic prevention supplies, 17,600 enterprises were inspected and helped, 375 suspected illegal cases were investigated, and more than 35 million yuan was fined and confiscated.

Personal protective equipment standards will be raised over the next three years

China has officially implemented the latest version of the mandatory national standard for KN95 series masks. Chen Hongjun, deputy director of the Department of Standards and Technology of the State Administration of Market Regulation, introduced that the new standard has modified and improved the core technical indicators of anti-particulate matter respirators, respiratory resistance, air tightness, field of view, practical performance, etc., significantly improving the standard technical level of self-priming filter anti-particulate matter respiratory protection products, maintaining harmony with foreign advanced standards, more in line with the actual application needs of our country, and fully embodying the awareness of the safety bottom red line of China's mandatory national standards. In addition, we will organize the comparison of the new version of the standard with the international standard to better serve the export enterprises of protective masks in China.

Chen Hongjun said that the State Administration of Market Regulation and the Ministry of Emergency Management jointly issued the "Three-year Special Action Plan for the Standardization and Improvement of Personal Protective Equipment (2021-2023)". In the next three years, China will focus on launching a number of mandatory national standards for personal protective equipment and recommended national standards.

According to reports, the market supervision department will play a role in brand building of government departments, guide enterprises to carry out brand creation, and lead product quality improvement with advanced standards. At present, the country has carried out the cultivation of 5 mask industry agglomeration demonstration areas, boosted 59 mask brands, cultivated 227 mask leading enterprises, and helped 1391 small and micro enterprises to improve quality.
