During the 2021 "Understanding China" International Conference, the seminar on the theme of "International Anti-epidemic Cooperation and Human Health Community" was successfully held on the morning of February 3. Cai Lihui, dean of the School of Public Administration/School of Emergency Management of Jinan University, was interviewed by Nandu reporters after the meeting, talking about his understanding of "reading China", "reading Guangzhou" and "China's responsibility" under the epidemic.
Understand China's fight against the epidemic from three aspects
Cai Lihui believes that the new crown epidemic is the most fundamental problem of all global social problems at present, which seriously threatens the survival and development of mankind. In the face of this fundamental problem, countries can no longer use their own solutions to fight the new crown epidemic, which has a global scale. This global scale is the global governance concept of life first, consultation, co-construction and sharing.
So, what kind of responsibility has China embodied in the global fight against the epidemic, and what has it made the outside world understand?
"First of all, what we let the outside world see is the concept of fighting the epidemic, that is, people-centered, life first, and attach great importance to work; secondly, the Chinese approach, that is, the combination of rescue and prevention, which is also our institutional advantage."

The global fight against the epidemic should resolve two types of conflicts
Cai Lihui also said that in the face of the global COVID-19 disaster, mankind is a health community, and no country can cope with it alone; no country can keep the virus out and be safe. "The only thing we can do is to adhere to multilateralism in the international fight against the epidemic and build a community of human health."
Therefore, the most urgent thing at present is to uphold the concept of a community with a shared future for mankind and resolve two types of conflicts as soon as possible: "First, under the conditions of uneven development, the conflict between the global scale of the fight against the new crown epidemic and the national behavior in the process of the formation of this new relationship; secondly, under the conditions that the thinking paradigm of thinking beyond the country as the center, using the global scale to think and deal with problems, and the strong and perfect international coordination mechanism have not yet been fully formed. It manifests itself in the struggle between states for economic interests and the balance of power in order to pursue self-interest. ”
Resolving conflicts in this regard requires that every country, especially the major powers, must take responsibility. In this regard, Cai Lihui also specifically mentioned China's responsibility for building a community of human health at the conference. "The first is to put forward and practice the concept of a community of human health. The second is to give full play to the institutional advantages of 'China's governance'. Third, the whole society has been mobilized, forming a pattern of mass prevention and mass governance. Fourth, in the face of the epidemic, scientific measures and systematic response. The conference was held in Guangzhou, so what is the significance of reading Guangzhou for reading China? Regarding the issue of Nandu reporters, Cai Lihui said that Guangzhou is China's window to the outside world, the forefront of reform and opening up, China's southern gate, and an international metropolis.
