After graduating in July 1997, Qiu Jiang became an officer of the Organization and Personnel Department of the Yunnan Provincial Department of Communications, and since then, he has worked in Yunnan Province for 24 years.

Qiu Jiang has worked in the transportation system for many years, and he has served as the deputy director of the Organization and Personnel Department of the Yunnan Provincial Transportation Department, the deputy secretary of the Youth League Committee, the deputy director of the Organization and Personnel Department, the director of the Organization and Personnel Department, the director of the Yunnan Provincial Navigation Administration (Lancang River Maritime Bureau), and the deputy director of the Provincial Transportation Department.
