On March 21, 2005, when Xi Jinping, then secretary of the Zhejiang Provincial Party Committee, conducted an investigation at the Chun'an County Public Security Bureau, he gave an important instruction that "ordinary time can be seen, critical moments can be rushed out, and critical moments can be open-minded". Over the past 16 years, the important instructions of the "three abilities" have moved from public security to the whole party and from Hangzhou to the whole country, and have become the action yardstick for more than 95 million party members across the country. At present, it is the 100th anniversary of the founding of the Communist Party of China, an important historical node for socialism with Chinese characteristics to enter a new era, a key stage for our province to promote the construction of "three places and one window" and a "common prosperity demonstration zone", and it is also a period of attack on the security of the 2022 Asian Games. As the police station with the most complete public security elements, the most complex public security situation, the strictest prevention and control requirements and the location of the Asian Games venues in the whole district, we should learn to deeply understand and implement the "three abilities" requirements, sing the main theme of "three abilities", stimulate the new vitality of the police force, and resolutely perform the duties and missions of the new era.
First, learn to thoroughly understand the requirements of the "three abilities" and lay a solid foundation for the vitality of the police force
Deep understanding is a prerequisite for practicing the requirements of the "three abilities." After the personnel adjustment of the Chengxi Institute was put in place this year, according to the actual situation and new tasks faced by the team, the team put forward the goal of building a vibrant Chengxi Police Force, and the ideological presence is the fundamental source of vitality. Therefore, we have closely combined the theme education of the "three abilities" with the building of a dynamic police force, firmly grasped the essence of the requirements of the "three abilities", innovated the method of learning education carriers, continuously built a solid foundation of loyalty, and laid a solid ideological foundation for creating a dynamic police force and striving to be a "three-energy" police force.
The first is to innovate the learning mechanism. On the basis of implementing the "four ones" study system of the sub-bureau, we have innovated the "morning training and night study" mechanism, made full use of fragmented time such as pre-post training and night duty, and organized the auxiliary police on duty to carry out the "three abilities" requirements to study, which better solved the contradiction between engineering and learning.
The second is reinforcement learning discussion. Relying on the "three meetings and one lesson" of the branch and the fixed theme party day of party members, establish a system of sharing the original intention of joining the party every month, party members celebrating political birthdays, and regularly revisiting the oath of joining the party, etc., set up a "red podium", organize party members and police to share the "three abilities" learning experience, so that each party member always keeps in mind the identity of party members and the "three abilities" standard.
The third is a strong learning atmosphere. We have set up 9 red book study corners in the conference room, police meeting room, case handling center and other police and auxiliary police work gathering areas, so that all police auxiliary police officers can "see everywhere and learn at will", which further strengthens the learning atmosphere of the whole institute. In the next step, we will further improve the relevant learning and education mechanisms and continuously improve the effectiveness of learning and education.
Second, do a solid job in the "three abilities" requirements, and promote the practice of the dynamic police force
Adhere to the actual performance as an important yardstick for testing the achievements of the "three abilities" education and the vitality of the police force, combined with the security and other work of the Asian Games, deeply promote the study of the "three abilities" and do practical activities, promote social governance with the requirements of the "three abilities", and continuously improve the performance of governance.
The first is to do a good job of "one room and five centers" service command. The service command system is the "brain" that supports the operation of the police station. Over the past year, we have adjusted and enriched the service command force, optimized the real-time dispatch mechanism for prevention and control and police situation handling, established and improved the daily service consultation, daily pre-job training, daily performance statistics, weekly performance ranking and other systems, further improved the closed-loop management system of service work, and improved the efficiency of service.
The second is to do a solid job in the management of difficulties in prevention and control. We will take the governance of key and difficult points as the focus of practicing the requirements of the "three energy" and vigorously improve the effectiveness of governance. In view of the situation of high incidence of telecommunications network fraud, our firm actively responded to the construction of the sub-bureau "Fuchun Zhihu 96110", superimposed the anti-fraud sub-center of the police station at the first time, led by 1 backbone policeman, and dispatched 17 auxiliary police officers to set up the "Chengxi Huwei", forming 6 working groups to fully promote the anti-fraud work, and the actual performance ranked among the best in the overall situation. At present, 121 anti-fraud publicity activities have been carried out, more than 50,000 copies of publicity materials have been distributed, and the number of telecommunications network fraud cases has dropped by 23.94% year-on-year, the number of cases filed has dropped by 6.4% year-on-year, and more than 4 million yuan has been recovered for the masses. In view of the frequent police situation in Jinqiao Block, each party group will take responsibility for rectification, establish and improve the "cerebellum + hands and feet" service system, innovate the management mechanism of grading, classification, and color separation of police situations, and improve the effectiveness of grass-roots governance. By the end of October, the number of police situations in the block had dropped by 39.77%, the number of cases had dropped by 64.12%, and the sense of security of the masses had been significantly improved.
The third is to focus on improving the level of standardization of law enforcement. In the new era, the people are satisfied with or dissatisfied with public security, and the key is to look at law enforcement. Since July, we have adhered to the guidance of the three centers of law enforcement management, service command, and basic control, and effectively improved the standardization level of administrative law enforcement through measures such as moving forward law enforcement supervision, standardizing law enforcement language, optimizing management models, and increasing scientific and technological support. In particular, the commonly used legal terms have been made into small cards of "French language", which effectively standardizes the law enforcement language of the police and improves the recognition of law enforcement objects. We will continue to deepen the standardization of law enforcement, reflect fairness and justice in every case and every link of law enforcement, and continuously improve the satisfaction of the masses.
Third, vigorously carry forward the requirements of the "three energy" and deepen and enhance the brand of party building
In recent years, Chengxi Institute has adhered to the leadership of party building, vigorously promoted the mutual integration and mutual promotion of party affairs business, effectively improved the effectiveness of party building, team building and business work, and initially created the party building brand of Chengxi Institute. In April 2021, our firm won the first place in the monthly competition of the city's public security organs to create the "strongest party branch"; in June, it won the title of "strongest party branch" in the Hangzhou municipal law system. In the next step, we will take the creation of "three energy" branches, the creation of "three energy" party groups, and the "three energy" people's auxiliary police as the starting point, further strengthen the atmosphere of striving for excellence, and give full play to the vanguard and exemplary role of party groups and party members and police.
The second is to strengthen the party-building alliance. This year, our firm established a "party building alliance" with Sanlian Village in Fuchun Street, and carried out activities such as party building cooperation and party member friendship, which enriched the carrier of party building work. On October 15, our firm and the general party branch of Sanlian Village jointly held the "three energy" fixed theme party day and the public security "three energy" requirements special propaganda activities, and humbly solicited the opinions and suggestions of the villagers according to the "three energy" standard, and also carried out anti-fraud propaganda on the spot, which was well received by the cadres and masses of the village. The third is to improve service quality and efficiency. Our jurisdiction includes both urban residents and people in remote mountainous areas, with complex composition and different levels, which puts forward higher requirements for the window services of our firm. In the past year, we have actively promoted the reform of service models such as "one window through office" and "one network with one heart" in the sub-bureau, which has effectively improved the service level of the window. On October 15, the police of our institute made a special trip to Tiewukou Village, Fuchun Street, to send a new household registration book to Master Yang, and solved a matter of concern for many years, which was praised by the people of the village. We will adhere to the people-centered, continuously optimize the window service model, provide better and more efficient services for the masses, and let the people truly feel the sense of gain, happiness and security brought by the "three energies" education.
