In early November, Ms. Huang, a resident of Huajing Five Villages, Lane 1000, Huajing Road, Xuhui District, told the 12345 citizen service hotline that her private car was scratched when it was parked in the community, and when she and the property went to the computer room to check the monitoring of the community, they found that 15 probes had "black screen" failures. The property could only find a probe with an incomplete shooting angle, capturing the suspected rear of Ms. Huang's vehicle being hit. "If this lens also fails, there is no way to find evidence to claim!" The accident made Ms. Huang uneasy about the operation status of the community monitoring, believing that the property was derelict in managing the security equipment.

Cell monitoring such a high failure rate is not common, why does it happen? Can property companies alone solve it? To this end, reporters from Jiefang Daily and Shangguan News carried out many visits.

Repeated repairs, repeated damage, community monitoring failure rate is high

On November 29, a reporter from The Liberation Daily shangguan news reporter entered the south gate of the community. The community is in the process of being transformed into a "beautiful home", and there are often engineering vehicles on the main road that is not wide.

Ms. Huang told reporters that when she returned home on the evening of October 18, she tucked her car into a row of parking spaces on the west side of the main road near the south gate. The next morning, it was found that a large piece of the right side of the rear of the vehicle had been scratched. Check out the surrounding neighborhood camera arrangement, the nearest camera is located on a black pole in the opposite green belt. She immediately found the property and asked to go to the computer room to find the surveillance video in order to find the claimant.

Due to the slightly lower camera angle, only the left half of the rear of the car is photographed, and it is occasionally obscured by branches. After several interrogations at Ms. Huang's request, the property staff observed that at about 8:35 a.m. on October 19, a man was hovering behind Ms. Huang's vehicle and kicked twice with his foot. Looking further ahead, it was found that a yellow engineering crane had passed by, and the property deduced that the scraping was done by the staff of the construction team. Fortunately, Ms. Huang also reflected her worries to reporters: in the computer room, she saw that 15 surveillance cameras were in a malfunctioning state, and the property said that it had accumulated a certain number to report maintenance together.

"Monitoring failures should be repaired immediately, how can they be saved?" Mr. Yuan, of Lane 330, Jiangwen Road, Pujiang Town, Minhang District, has the same concerns as Ms. Huang. In November, he saw several neighbors in the community group to reflect the damage to the monitoring probe, and some owners encountered vehicles being scraped and stolen, went to the property to retrieve the surveillance video, and said every time that the probe was broken and could not be seen. "Two years ago, the town combined with the beautiful home construction installed two or three probes in front of each gate building, how did it break down so quickly?"

On November 30, the reporter saw in the monitoring room of the property management office of the residential area of Lane 330, Jiangwen Road, that the monitoring equipment installed two years ago totaled 132 cameras, 5 of which showed "the host could not be found", and the 136 monitoring equipment equipped by the developer when the developer built on the other side has been running for 13 years, and about 10 show blue screens or black screens. The property manager told reporters that the former has a poor stability rate and often has a "dropped line", and the latter has a prominent aging problem. "Sometimes there are more than a dozen that can't be displayed, and sometimes it may be full screen black, which is still less today."

The old community is facing the pressure of 240 monitored maintenance funds

For government-funded modifications and installations of surveillance equipment, the government usually coordinates with suppliers to provide a warranty for a period of time. The staff of the Housing Management Office of Pujiang Town told reporters that the camera installed during the transformation of the beautiful home uses a digital signal, and there may be incompatibilities in the process of subsequent equipment updates and upgrades. He has communicated with the maintenance unit, "If there is indeed a prevarication within the two-year warranty period, we will ask it to carry out thorough repairs, repair it and then hand it over to the community." ”

But for Huajing Five Villages, this warranty service period has ended. It is understood that the monitoring system of the five villages of Huajing was funded by the Huajing town government 5 years ago, not only using color high-definition cameras, but also greatly increasing the number. For the first three years, the government is responsible for maintenance. After three years, the community is responsible for the repair costs. It is understood that the industry committee hired a third-party maintenance company to inspect and repair the faulty surveillance cameras on a daily basis, usually once a week.

The reporter saw at the scene that the surveillance cameras in the five villages of Huajing were set up quite densely. 1 to 2 cameras are installed at the entrance and exit of each building, with the angle facing down on the access control personnel, and the main trunk and branch roads have 2 to 4 cameras. Each camera is equipped with LED lights. Manager Wang of shanghai Zhongfang Property Development Company, a residential property, took the reporter to the nearby monitoring machine room. The machine room is only 8 square meters, three walls are occupied by electronic monitoring screens, and an air conditioner is maintained at 26 degrees Celsius 24 hours a day. "There are about 240 screens here, and the black screen is broken, and it has not been repaired." Manager Wang explained. The reporter counted, and the number of black screens was 27, 26 of which showed "Network host not found" and 1 of which showed "Debugging". Looking closely at the surveillance screen, some can't see the road information, and some seem to be covered with a layer of white fog.

Manager Wang said that the community has been undergoing beautiful home renovation in the past two months, and it is expected to end at the end of December. During construction, many of the monitored operations were affected by the construction of scaffolding. After the construction is completed, they will arrange for the maintenance unit to check all the monitoring and restore it to the original state.

But it is unavoidable that the failure rate of more than 240 surveillance cameras is higher than imagined. Manager Wang said that at least five or six should be repaired a month. Problems are more common in aging camera components. And a camera offer is about 900 yuan, a year down, maintenance costs a lot. What worries him is that the balance of community maintenance funds is close to the red line. With the continuous aging of surveillance cameras, the number of faults is bound to increase, and the community may face a situation where it is difficult to replace and continue to raise funds.

How can community "micro-infrastructure" be sustainable?

Huajing Five Villages is a mixed community of commercial housing and after-sale public housing built in the early 21st century, with a permanent population of more than 3,800 people, and the elderly population accounts for about 30% of the entire population of the community. "Since the installation of surveillance, the theft of battery cars has indeed dropped significantly." The reporter randomly asked several residents, all of whom praised the installation of surveillance cameras, believing that it had effectively improved the security level of the community.

However, while the monitoring facilities have improved the quality of life of the old community, how to solve the maintenance funds brought by the follow-up also poses new challenges to community management. It is not only monitoring, but also a series of practical "micro-infrastructure" that benefit the people, such as intelligent access control, slope leveling, exterior wall repair, and elevator installation in community updates, all have similar problems.

Sun Ye, director of the Pudong New Area Property Management Dispute People's Mediation Committee, believes that "micro-infrastructure" must first be carried out under the bottom line of laws and regulations. For facilities and equipment with a large number of installations and large capital scales, the industry committee and the property shall consult with the construction unit to establish a written contract, explain the purpose, plan and basis of construction, and clarify the warranty responsibility and other details. Subsequently, the consent of the residents was sought and a general meeting of owners was convened. At the end of the warranty period, when these facilities and equipment are handed over to the owner's autonomy, it is also necessary to seek the opinion of the owners' assembly on the follow-up operation and maintenance plan, and regularly publicize the relevant expense costs.

For the old residential areas where special maintenance funds are tight and it is difficult to continue to raise, Sun Ye suggested that, on the one hand, professional institutions can be hired to re-evaluate the layout plan of equipment and facilities, and flexibly adjust the quantity to achieve burden reduction and efficiency. On the other hand, if the owners' assembly determines to maintain the status quo after consultation, then it can communicate with the neighborhood committee and apply for certain government subsidies, plus a combination of public revenue and maintenance funds, to support the basic operation of "micro-infrastructure". Among the complaints related to "12345", there is a response from the local street, willing to provide part of the financial support to help the community re-purchase a new monitoring system.

"Community renewal 'micro-infrastructure' is related to the spatial interests of the community people." Sun Ye stressed that under the guidance of the important concept of "People's City", it is necessary to actively guide and guide the owners' assembly to improve the ability of autonomy and co-governance, and participate in the use, operation and evaluation of "micro-infrastructure". Once the basic awareness of rules and procedures is formed, it will be very conducive to the formation of consensus in community renewal, and ultimately to the sustainable maintenance and use of "micro-infrastructure", thereby reducing the cost of governance.
