On December 2, the Haidian District Procuratorate of Beijing Municipality held a press conference to release typical cases of cyber technology crimes, which disclosed the "'Wool wool' case of Huang Moumou providing intrusive and illegal control of computer information system programs and tools".

In 2018, Mr. Huang provided others with counterfeit apps specially developed illegally for a shopping app through the Internet, and by modifying the official software certification mechanism, users who were not eligible to participate in preferential activities were eligible, resulting in economic losses suffered by a certain information technology company of the victim unit in its business activities. According to statistics, the counterfeit App was installed 348 times, and Huang Moumou's illegal income totaled 64,900 yuan.

On May 23, 2019, the Haidian District Procuratorate filed a public prosecution with the Haidian District Court on suspicion of providing programs and tools for invading or illegally controlling computer information systems.

On September 19, 2019, the Haidian District Court convicted defendant Huang X of providing intrusive and illegally controlling computer information system programs and tools in accordance with law, and sentenced him to three years and six months in prison and a fine of RMB 5,000. The judgment is now in force.

It is reported that because the enterprises involved often face the dilemma of flaws and deficiencies in the collection of evidence in the process of presenting evidence, when the procuratorial organ visits the enterprise to carry out investigation and evidence collection, it consults the electronic data appraiser to understand the functional attributes of the hacking software in the case, and accurately characterizes the case as the crime of providing intrusive and illegal control of computer information system programs and tools, and finally obtains the court's approval. The successful handling of this case has provided useful ideas for the judicial organs to crack down on such black industry cases, and has injected legal vitality into ensuring the healthy development of Internet enterprises.
