From April to June this year, the Yunnan Provincial Rural Revitalization Bureau organized a centralized investigation of monitoring and support to prevent returning to poverty, published the results of the investigation every day, released the monitoring dynamics every week, reported the dispatching and monitoring and support work every month, carried out 3 rounds of field research and supervision, and the provincial departments concentrated on comparing data 26 times, and the feedback and early warning clues reached more than 28,000, all of which were properly handled.

In order to ensure that this big network of preventing poverty can cover every household and every person, Yunnan Province, after issuing the "Implementation Opinions on Improving the Dynamic Monitoring and Support Mechanism for Preventing Returning to Poverty", has innovatively established "one platform and three mechanisms", that is, a unified government rescue platform, a long-term mechanism for supporting the will and wisdom, a "double-tied" interest linkage mechanism, and a shareholding cooperation mechanism, as an important starting point for consolidating and expanding the results of poverty alleviation.

As of November 30 this year, this unified government rescue platform in Yunnan Province has launched 15 rescue service items in 7 aspects, with a total of 3758375 visits, an average of 24,890 times per day, and received 118947 applications from the masses, of which 94,300 have been completed, which has effectively enhanced the timeliness and effectiveness of help, ensuring that one is found and one is helped.

Consolidate and expand the achievements in poverty alleviation, and the development of industries cannot be relaxed for a moment.

Since the beginning of this year, Yunnan Province has continued to adhere to the development and expansion of characteristic industries in poverty alleviation areas, and has paid attention to the long-term cultivation and support of industries, continued to increase the "hematopoietic" power of characteristic industries, effectively promoted the self-development ability of poverty alleviation areas and poverty alleviation populations, and effectively guaranteed the sustained and stable increase in income of the people who have been lifted out of poverty.

During this year's spring ploughing period, the cooperative provided agricultural machinery services to surrounding farmers on 1,200 mu of arable land, and implemented the minimum service fee standard.

With the help of emerald green corn, today, the poverty alleviation masses of the Zhugong villager group are all in the pocket, and the days of getting rich are sweeter than honey.

This is just a microcosm of Yunnan's insistence on developing and expanding characteristic industries in poverty-alleviated areas.

The grass and fruit industry in the Nu River, the yak industry in Diqing, the apple industry in Zhaotong... All of them have become the leading industries in the land of Yunling to consolidate and expand poverty alleviation, and have become a happy industry for the people who have been lifted out of poverty to continue to increase income steadily.

The relevant person in charge of industrial assistance of the Development Planning Department of the Department of Agriculture and Rural Affairs of Yunnan Province told reporters that at present, Yunnan Province has cultivated 26 leading industries for assistance, covering 1.68 million households that have been lifted out of poverty, and basically achieved full coverage of industries to households with industrial development conditions.

Not only that, Yunnan also adheres to the optimization of the "double-tied" interest linkage mechanism, and on the basis of comprehensively promoting the establishment of a "double-tied" interest linkage mechanism for cooperatives to bind farmers and leading enterprises to bind cooperatives, it has developed an industrial assistance information monitoring and management platform to dynamically monitor the situation of "double-tied" linkages in various places to ensure that the interests of the people who have been lifted out of poverty are stable.

In terms of education protection, adhere to the normalization of the control of dropouts, implement special actions to control dropouts in the spring and autumn semesters, and carry out special supervision and inspection of "pushing and grinding" dropouts and guarantees. Since the beginning of this year, 1512 cases have been ordered to be corrected, 288 cases have been administratively punished, 86 cases have been compulsorily enforced, and 161 lawsuits have been filed.

In terms of medical security, we will continue to maintain the stability of the current 30 measures for health poverty alleviation, and include 110,800 people who have returned to poverty due to illness, 174,500 people who have been treated for serious diseases, 5,548,000 people who have signed up for chronic diseases, and 89.34% of hospitalization reimbursements, so as to achieve full coverage of basic medical insurance, major illness insurance and medical assistance.

In terms of housing safety and security, 7,314,000 households in rural housing safety hazards in 11,400 administrative villages were completed and entered into the system, a normal management mechanism for self-built houses used in rural areas for operation was initially established, and 4,756 C and D class dangerous houses were identified and transformed.

In terms of drinking water safety and security, 3,187 rural water supply projects were completed to repair and maintain tasks, covering 3.915 million people.

As of the end of September, 1.408 million people out of poverty in the province had been included in the scope of assistance and security, of which 1.3663 million were under the minimum guarantee and 41,700 were supported by special hardship.

This year, Yunnan Province handed over a brilliant report card on consolidating safeguard measures to promote the consolidation and expansion of poverty alleviation results.

On November 17, the Yunnan Investigation Corps of the National Bureau of Statistics reported on the disposable income of rural residents in the first three quarters of 2021 in Yunnan Poverty Alleviation County. Data show that in the first three quarters of this year, the per capita disposable income of rural residents in poverty-alleviated counties in Yunnan Province was 8524 yuan, an increase of 12.1% year-on-year, and the growth rate was 4.0 percentage points faster than the same period last year, 0.5 and 0.2 percentage points higher than that of the whole country and the rural areas of the province, respectively.
