Yesterday, the Jinshan Branch of Shanghai Maritime Search and Rescue Center was officially established and unveiled in our district. This marks a new level in Jinshan's maritime search and rescue work, which is of landmark significance. The Jinshan Branch Center of Shanghai Maritime Search and Rescue Center (hereinafter referred to as "Jinshan Branch Center") is the first search and rescue sub-center established after the shanghai water search and rescue regulations came into effect, and is also the second district-level search and rescue agency in Shanghai after the Chongming search and rescue sub-center, which is of great symbolic significance for improving the municipal and district water search and rescue management system.
Jinshan Sub-Center is a deliberative coordination body established under the structure of Shanghai Maritime Search and Rescue Center, which is responsible for integrating and coordinating the emergency rescue forces of local and port units in Jinshan District under the unified leadership of the district government and the operational guidance of Shanghai Maritime Search and Rescue Center, and organizing, directing and coordinating the water search and rescue and emergency disposal work in Jinshan District.
"The Jinshan sub-center will implement the principle of 'government leadership, unified command, territoriality-based, combination of special groups, nearby convenience, fast and efficient'; it will further strengthen the search and rescue work on the water, improve the search and rescue and emergency support capabilities on the Jinshan Mountains, and provide a strong water safety guarantee for the development of Jinshan District and Shanghai Chemical Industry Zone." Zheng Jiyou, executive deputy director of the Jinshan Branch Of the Shanghai Maritime Search and Rescue Center and director of the Jinshan Maritime Bureau, said.
Jinshan is located on the north shore of Hangzhou Bay and has a unique geographical advantage. In recent years, with the full launch of the "Shanghai Bay Area" city brand in Jinshan District, the arrival of dangerous goods ships and cargo transportation has shown a significant growth trend, the Jinshan Binhai International Cultural Tourism Resort project has gradually advanced, and the activities of wading cultural tourism have become increasingly frequent, ensuring the safety of Jinshan water and preventing water pollution, and ensuring the smooth flow of water cargo transportation.
According to the reporter's understanding, the search and rescue responsibility area of the Jinshan Branch Center is located in the coastal waters of Jinshan District and Shanghai Chemical Industry Zone on the north side of Hangzhou Bay, including Jinshan Three Islands Marine Ecological Nature Reserve, Jinshan City Beach, Parrot Island Ecological Wetland and Jinshanzui Fishing Village and other tourist attractions, Shanghai Chemical Industry Zone, Shanghai Petrochemical, Shanghai Caojing Power Plant Supporting Terminal Operation Area.
As the commanding body for the emergency handling of water emergencies in Jinshan District, Jinshan Sub-Center has coordinated and shared the emergency management resources of many administrative entities such as jinshan district government and Shanghai Chemical Industry Zone Management Committee. Member units include 22 departmental units including Jinshan Maritime Bureau, Jinshan District Water Bureau (District Ocean Bureau), Jinshan District Emergency Management Bureau, Jinshan District Transportation Committee, Shanghai Chemical Industry Zone Management Committee Emergency Response Center, etc.
The establishment of the Jinshan sub-center will provide a more solid platform for further coordinating the search and rescue forces of all parties in the waters and smoothing the exchange of information, and will also stimulate the enthusiasm of all parties to actively participate in human life rescue and pollution prevention and control, and provide a guarantee for the good development of Jinshan waters.
In addition, the office and duty room of the Kingsoft Branch Center are located in the Kingsoft Maritime Bureau. The duty room is located in the command center of Jinshan Maritime Safety Bureau, managed by the office of Jinshan Sub-Center, implements a 24-hour duty system, and is responsible for collecting information on ship accidents (dangerous situations) in the search and rescue responsibility area, issuing early warnings and reporting to the Jinshan Sub-Center Office in a timely manner.
