Recently, the Xinhua News Agency client and the "Eight Fujian Express" of the General Office of the Fujian Provincial Party Committee respectively reported on the work measures and achievements of the Licheng Court in the judicial protection of cultural heritage under the titles of "Quanzhou, Fujian: Innovative Mechanism of the Licheng District Court to Protect the 'Hai Silk' Historical And Cultural Heritage" and "Licheng District Court's Densely Woven Cultural Heritage Judicial Protection Network".
Since the establishment of the Circuit Court for the Protection of Historical Sites of the Hai Silk Road in April 2020, the Licheng Court has continuously innovated the judicial protection mechanism for cultural heritage and jointly guarded the cultural context of Quanzhou, a famous historical and cultural city.

01 The construction of professional courts has shown results in practice
Establish the concept of global cultural heritage protection, implement a centralized jurisdiction mechanism for cases involving cultural heritage, and centrally accept criminal, civil, administrative and enforcement cases involving cultural heritage and intangible cultural heritage in Quanzhou City.

Up to now, the Licheng court has accepted 31 exclusive cases, concluded a number of disputes involving ancient buildings such as the Zhongshan Road Arcade And Su Tingyu's former residence, and achieved good legal and social effects. Among them, the series of cases of property rights protection and lease contract disputes in Su Tingyu's former residence were selected as the top ten typical cases of judicial protection of cultural and natural heritage, and were the only cases selected by the two levels of courts in Quanzhou.

02 Innovative protection mechanisms are orderly
Establish special judicial protection archives, establish special judicial protection archives for 22 world cultural heritage sites in Quanzhou City and cultural relics protection units at all levels, and sort out and file the status of cultural relics protection and the situation involving law and litigation. Carry out legal risk assessment of cultural relics, distinguish between four risk levels of red, orange, yellow and green, and propose targeted protection measures.
At the same time, the Licheng Court also hired 12 Hai silk experts and 3 expert jurors, and jointly carried out more than 30 inspections and visits to World Heritage sites with the cultural and tourism departments to understand the needs of judicial services; played an active role as the grass-roots legislative contact point of the Standing Committee of the Municipal People's Congress, and submitted 30 legislative suggestions related to cultural heritage to the legislature.

03 Popularization of cultural heritage goes deeper and more concrete
In June 2021, the Licheng Court built the first cultural heritage legal protection exhibition hall in the national court, which was open to the public free of charge, and with the museum as an important carrier, launched a special research program to carry out one-stop legal popularization education for colleges and universities, primary and secondary school students, cooperated with Huaqiao University to establish the "Maritime Silk Road Judicial Research Center Practice Base" and "Master of Laws Practice Base", and jointly built a rule of law cultural education base with Quanzhou Cultural Tourism Group.

Since its opening, the Cultural Heritage Legal Protection Pavilion has attracted more than 30 groups of various types and more than 1,000 visitors to visit the "punch card". In addition, the Licheng Court also carried out four live broadcast activities on the theme of cultural heritage protection, attracting more than 60,000 people to watch online.
