On November 21, the first plenary session of the 7th Trade Union Committee of Linyi No. 1 Middle School and the 15th Teaching Congress were held. 160 representatives of the Teachers' Congress and representatives attending the meeting gathered together to discuss the policies and measures for the development of the school and talk about the bright future of the school's development.

Wu Hongli delivered an opening speech. She pointed out that this conference is a grand meeting for the majority of teachers and staff to further participate in the democratic management of the school and jointly seek the reform and development of the school. Li Shiliang made a report on the work of the school. Li Shiliang stressed: Achievements belong to the past and will always remain in the annals of history. Wang Enlai made a report on the work of the school trade union to the congress. The report reviews the school's three years of union work. Hao Tingqing, assistant to the principal and financial director, made a report on the school's financial work. He introduced the financial situation of the school in the past three years, and then pointed out the problems and shortcomings of the current school. In view of the problem, Hao Tingqing proposed that the focus of the next step of work should be to vigorously grasp institutionalized management; to increase the intensity of fixed asset management; to implement budget performance management; to strengthen the financial management of canteens; and to actively strive for funds for running schools.
Subsequently, the deputies voted on the "School Work Report," the "School Trade Union Work Report," the "School Financial Work Report," the "Measures for the Assessment of Middle-Level Cadres in Linyi No. 1 Middle School," the "Measures for the Management of The Appointment of Teachers in Linyi No. 1 Middle School," the "Measures for Quantifying the Assignment of Points for The Full Staff of Linyi No. 1 Middle School," the "Comprehensive Evaluation Plan for the Teaching Quality of Linyi No. 1 Middle School," the "System for Attendance and Leave of Absence for Teachers and Staff of Linyi No. 1 Middle School," and the "Detailed Rules for the Supervision and Evaluation of Linyi No. 1 Middle School." The reports and programmes were adopted unanimously.
The congress elected the Trade Union Committee of the Seventh Workers' Congress of Linyi No. 1 Middle School, composed of Wang Enlai, Wei Yangao, Song Xiangshi, Zhou Jianguo, Di Lixuan, Zhang Hong, Su Jian, Sheng Maolin, Zhang Chuanjun, Qiao Hanyin, Wang Qingping, Bi Yunting, Hu Xiaodong, Lu Rui, Liu Jincheng, Gong Kaiying, Bai Aihua, and Zhang Chengliang, and elected the Seventh Workers' Committee of the Linyi No. 1 Middle School workers' congress composed of Xu Linlin, Xu Jiarong, Gong Kaiying, Dong Yan, Zheng Wei, Wang Wenping, Wang Guixin, and Chen Yuyao.
Fan Jiancai read out the resolution of the general assembly. The resolution adopted the "School Work Report", "School Trade Union Work Report", "School Financial Work Report" and various systems. The resolution calls on all Linyi Yizhong people to enhance their political awareness, improve their political standing, seek truth and be pragmatic, immerse themselves in hard work, and move forward courageously.
Yi Yonggui delivered a closing speech. Yi Yonggui said: With full enthusiasm, strict discipline, and frank attitude, the deputies conscientiously performed their duties, reflecting the character and spirit of the people of Yizhong who are concerned about the development of the school, scrupulously fulfill their duties, and make selfless dedication.
