Tongwei County has a total of 83,700 rural water users, due to the wide coverage, daily management and protection is not in place, there are often cases of damage to their own or neighbors' houses and other property due to pipeline ruptures, and a series of contradictions and disputes such as neighbors prevaricating each other, water stoppages and water cuts follow. Water-related disputes and petitioning problems in rural areas also occur frequently, with a maximum of more than 50 cases in a year, which has become a major problem plaguing the administrative management of Tongwei Water and the management of rural society. In response to this problem, at the beginning of 2021, the water administrative department of Tongwei County docked with China Pacific Property Insurance Tongwei Branch Company to discuss and formulate the "Tongwei County Rural Tap Water Project Liability Insurance Underwriting Plan", with a premium of 15 yuan per household, an insurance amount of 50,000 yuan, and an additional third-party property loss of 10,000 yuan, taking the lead in starting the implementation of the insurance project in the province.
In order to promote the smooth implementation of the project and benefit the people's livelihood, Tongwei County, in accordance with the principle of "government guidance, voluntary, hierarchical responsibility and comprehensive coverage", the Rural Water Supply Management Institute signed a cooperation agreement with the Tongwei Branch of Pacific Property and Casualty Insurance Company, jointly printed and distributed publicity color pages, conducted centralized training for water pipers for many times, and informed the insurance plan and claim settlement process door-to-door through the door-to-door propaganda of rural group cadres and water pipes, village-level loudspeaker publicity, etc., and mobilized farmers to voluntarily apply for insurance.
After the implementation of the insurance project, farmers have pipeline ruptures causing their own or third-party property losses, they can report to the Pacific Property Insurance Company for the first time, the Pacific Property Insurance Company will conduct a timely investigation, and the insurance company will communicate with the farmers and the third party to deal with the compensation in a timely manner, which greatly shortens the maintenance time and the number of water-cutting days, reduces the contradictions between neighbors, and reduces the water-related petition complaints. A total of 53,000 households in the county have been insured, and a total of 145 insurance reports have been received, and it is expected to pay about 700,000 yuan.
Xing Yaopeng, head of the southern area of Tongwei County Rural Water Supply Service Co., Ltd., said: "The rural tap water project liability insurance project has indeed solved the big problem of rural water supply management and operation, and the number of letters and petitions for rural water damage houses and properties in the county in 2021 will be reduced by 68% compared with previous years."
