Beginning on August 10, 1945, Mao Zedong issued seven consecutive orders, the second of which was issued directly to Li Yunchang, commander of the Jireliao Military Region, ordering the unit to march into the northeast, cooperate with the Soviet Red Army, and accept the surrender of the Japanese and puppet armies. When Li Yunchang received the order, he quickly dispatched more than 13,000 people, commanders of four military sub-districts, four prefectural party secretaries and political commissars, and 2,500 local cadres to advance into the northeast in three ways. The troops of the Sixteenth Army Sub-district on the Middle East Road, led by Zeng Kelin, with the cooperation of Soviet artillery fire, captured the strategic town of Shanhaiguan. On September 4, he took a train north to enter and take over Jinzhou; the next day, he led his troops to continue to advance by train, reaching Shenyang, and with the consent of the Soviet army, they entered Shenyang. Because the Zeng Kelin Ministry does not have a high-power radio station, although the ministry has been in Shenyang for nearly 10 days, the CPC Central Committee is still unclear about the specific situation in the northeast.

At this critical moment, on the morning of September 15, a Soviet Red Army plane landed at Yan'an airport, and representatives of the Soviet Red Army and Zeng Kelin flew to Yan'an. In the afternoon of the same day, Liu Shaoqi presided over a meeting of the Politburo of the CPC Central Committee in Yangjialing to listen to Zeng Kelin's report. During the meeting, Liu Shaoqi sent a telegram in the name of the central authorities to Mao Zedong and Zhou Enlai, who were in Chongqing at the time. The central authorities were informed that they had changed their intentions to go south, that all the troops and cadres originally planned to be sent from Yan'an and other places to central and southern China and east China should be reassigned to the northeast, and that they were ready to dispatch 100,000 main troops and 20,000 cadres from the liberated areas to the northeast. At the same time, the central authorities decided to set up a provisional northeast bureau of the CPC Central Committee, with Peng Zhen as secretary; and ordered Lin Biao, who was already on his way, not to go to Shandong but to the northeast to unify the military work in the northeast. Early the next morning, the Soviet Red Army planes were about to return to the northeast, and before Mao Zedong's instructions could be given, Liu Shaoqi ordered Zeng Kelin to accompany Peng Zhen, Chen Yun, and six others to the northeast on the plane of the Soviet Red Army and immediately carry out work. Finally, on September 19, Mao Zedong and Zhou Enlai sent a telegram and fully agreed to the above strategic deployment.
