According to the (2021) No. 322 Administrative Penalty Decision issued by the Chongqing Jiangbei District Market Supervision and Administration Bureau, on July 22, the Guang'an Municipal Market Supervision and Administration Bureau of Sichuan Province entrusted Chengdu Product Quality Inspection and Research Institute Co., Ltd. to sample and inspect the white sugar sold by the Yuechi Jiulong Supermarket Chain Co., Ltd. Huayuan Road Chain Store, and the inspection report showed that the actual measured value of the batch of white sugar was 222, in accordance with the provisions of "White Sugar" (GB/T 317-2018). The standard value of the color value of the first-class white sugar is ≤150IU, and the inspection conclusion of the batch of white sugar is unqualified.
After investigation, the batch of white sugar was produced by Chongqing Xiewei Food Co., Ltd. On August 3, 2020, the company purchased the raw material white sugar of the batch of products involved in the case, and failed to truthfully record the production date, shelf life, quality level and other relevant contents of the food raw materials when purchasing, and failed to perform the obligation of inspection records of the purchase. On September 2 of the same year, the company produced 1261 bags of white sugar (production date 20200902, specification 350 grams / bag) according to the process of the above raw materials, and its food label stated "Grade: Grade I, Implementation Standard: GB/T 317" and other information. The next day, the company did not carry out factory inspection of the batch of products involved in the case, and sold the finished products produced by the above-mentioned sub-packages to the Leaf Leaf Sideline Food Business Department of Jiangbei District, Chongqing City at a sales price of 3.5 yuan per bag, which was sold by the operator. On August 20 this year, the Jiangbei District Market Supervision and Administration Bureau received a notice from the National Food Safety Sampling Inspection Information System, received the above sampling results and started the verification and disposal of the production link. The on-site inspection of the law enforcement personnel found that all the products involved in the company's case were sold, and the law enforcement personnel extracted the materials such as the feeding records and factory inspection reports of the batch of products involved in the case on the spot, and found out that the value of the products involved in the case was 4375 yuan. It was also found that the actual measured value of the color value project of the batch of products involved in the company's case 222 met the physical and chemical requirements of the second-level indicator (standard index ≤240) of GB/T 317-2018 "White Sugar", the actual quality level was level two, and its food label was nominally "grade: level one" as false content. In the end, the Jiangbei District Market Supervision and Administration Bureau issued a warning to the company and ordered it to correct the penalty within a time limit, confiscating its illegal gains of 4375 yuan and fining it 18,500 yuan.
According to reports, the color value is one of the quality indicators of sugar, is one of the main basis for the division of quality levels such as white sugar, cotton sugar, rock sugar, etc., mainly affects the appearance of sugar, is a reflection of the amount of impurities, and is also a reflection of the level of production technology. "White Sugar" (GB/T 317-2018) stipulates that the standard value of the color value of first-class white sugar is ≤150IU. The main reason for the unqualified color value may be that the production process conditions of the enterprise are not well controlled, the clarification link is not in place or the product storage environment conditions are poor.
