Unified planning. Entrusted the Provincial Academy of Environmental Sciences to compile the "Feasibility Study Report on Rural Domestic Sewage Treatment in Lanling County from 2021 to 2023", systematically planned the domestic sewage treatment in 172 administrative villages in the county, estimated to invest about 420 million yuan, and adopted three governance modes of station construction, transportation and management to solve the problems of governance such as relocation and occupation in a unified manner.
Unified bidding. The county government held the 2021 water pollution prevention and control key project promotion meeting and the water pollution prevention and control key project coordination promotion meeting, and determined that Linyi Green Water Environmental Protection Technology Co., Ltd., a subsidiary of the county state-owned assets operation co., LTD., was the main body of implementation, and unified bidding for governance projects was carried out.
Unified construction. Adopt EPC mode, design while construction. The Provincial Academy of Environmental Sciences conducts on-site investigation, survey, surveying and mapping of the governed villages, drafts design drawings, and guides the construction teams of each township to carry out construction operations according to the drawings, closely coordinate and cooperate, and accelerate the progress of project governance.
Unified supervision. Linyi Green Water Environmental Protection Technology Co., Ltd. entrusted 3 supervision companies to subcontract and supervise 48 administrative villages and 3 black and odorous water bodies this year, supervise the construction quality throughout the process, correct and rectify problems in time, and ensure that the construction team completes the treatment project with quality and quantity.
Unified acceptance. The county rural domestic sewage treatment work special class, together with the main body of implementation and the design unit, organizes county-level acceptance, guides each township to check and fill in the gaps according to the acceptance standards, improves various archival materials, supervises the high-standard governance of townships, and successfully passes the municipal audit and the provincial on-site verification to ensure that obvious governance results are achieved.
Unify funding. The county government plans to invest about 100 million yuan this year into the county financial budget in 2022, and at the same time actively declare the central and provincial rural environmental comprehensive improvement project database to strive for higher-level financial support.
Unified O&M. The county government plans to include 4.41 million operation and maintenance funds in the 2022 financial budget to ensure the daily cost of unified operation and maintenance of each township after the acceptance of the project. At the same time, the county rural domestic sewage treatment work special class will regularly inform the townships on the operation and maintenance of the treatment project to ensure the normal and long-term effectiveness of the management and protection mechanism.
