Circular on the Establishment of a Transfer and Transportation Station for Key Materials in Dalian City

In order to ensure the smooth transportation of key materials in Dalian during the epidemic period, according to the notification requirements of the Office of the General Headquarters for the Prevention and Control of the Novel Coronavirus Pneumonia in Liaoning Province, and after the study and decision of the municipal government, three key material transfer and transportation stations have been set up in Dalian to provide transit and transportation services for key materials distributed from other places by enterprises and institutions in Dalian.

First, the scope of services

1. Dalian Urban Transit And Transportation Station

Responsible for providing transit and transportation services for key materials transported to Zhongshan District, Xigang District, Shahekou District, Ganjingzi District, High-tech Park and Lushunkou District.

2. Wafangdian City Transit And Transportation Station

Responsible for providing transit and transportation services for key materials transported to Wafangdian City, Pulandian District, Jinpu New Area and Changxing Island Economic and Technological Development Zone.

3. Zhuanghe Transit Station

Responsible for providing transit and transportation services for key materials transported to Zhuanghe City.

2. Types of key materials

Including vaccines and their semi-finished products and raw materials, medical supplies, agricultural products, production and living materials, energy materials, emergency relief materials, etc. (Except for special transportation requirements and filling and bulk transportation)

3. Establish a location

Located in Dalian Tieyue Group Urban Logistics Common Distribution Center, location: No. 350, Huabei Road, Ganjingzi District, Dalian, after driving out of the Dalian Toll Station of G11 Heda Expressway, drive 6.9 kilometers along North China Road. 3. Zhuanghe Transit And Transportation Station (3 separate stations)

4. Application review process

1. Communicate with the receiving unit of key materials to determine the variety and quantity of materials transferred and transported, as well as the time of shipment and admission;

2. The receiving unit of key materials submits an application for transfer and transportation to the transfer and transportation station, fills in the "Dalian Key Material Transfer and Transfer Application Form", "Lailian Personnel Health Registration Form and Health Commitment Letter" (please go to the "Government-Citizen Interaction - Document Download" column of the website of dalian Municipal Bureau of Commerce to download), send it to the designated mailbox, and inform the contact person of the transfer station by telephone;

3. The working group of the transfer station shall register and review the relevant information provided by the receiving unit of the key materials, and after passing the review, the working group of the transfer station will feedback the approval results to the receiving unit;

4. The sending unit and the receiving unit each carry out a copy of the approval result, and implement the transfer and transfer according to the declaration time.
