It is understood that only the 329 National Highway has a daily traffic flow of about 15,000 vehicles, mainly freight vehicles and engineering vehicles to and from Zhejiang and Anhui, so the treatment of over-limit vehicles has always been a difficult point that plagues the two places.

On September 9, 2021, in order to further strengthen the control of overloading of freight vehicles and effectively solve the outstanding problems in the current work of overrunning, in accordance with the spirit of the "Notice of the General Office of the Ministry of Transport and the General Office of the Ministry of Public Security on Printing and Distributing", combined with the long-term plan for the linkage of the border control of the two provinces, the Transportation Bureau of Lin'an District of Hangzhou City, Zhejiang Province and the Transportation Bureau of Ningguo City, Anhui Province, signed a memorandum of cooperation on regional linkage and law enforcement cooperation after full consultation in the early stage. The memorandum determines: The two sides will establish a joint work mechanism for the control of superpowering, take measures such as joint deployment, key crackdown and information sharing, and after illegally investigating and punishing illegal vehicles, they will copy the information of the vehicles, drivers, vehicle-owned enterprises and freight loading enterprises that will be processed, give full play to the advantages of the regional linkage of Zhejiang and Anhui provinces, and consolidate and expand the results of the control of superpower.
On September 10, the two sides launched the first special rectification operation of regional linkage control of over-limit transport vehicles at Lin'an Qianqiu Pass, dispatching a total of 18 law enforcement personnel, 4 law enforcement vehicles, and 117 passing trucks.
On October 22, the Mobile Squadron of the Transportation Comprehensive Administrative Law Enforcement Team of Lin'an District, Hangzhou, the Yu Submarine Squadron and the Ningguo Transportation Comprehensive Administrative Law Enforcement Team once again carried out 24-hour regional linkage law enforcement.
At 9:00 a.m. on the morning of the 22nd, at qianqiuguan on the inter-provincial border, joint law enforcement officers seized an illegally modified vehicle, and the carriage railing was raised by 20 cm without authorization, and ordered it to restore the illegally modified vehicle to its original state on the spot.
A total of 13 people were dispatched by the two sides of the regional linkage, 75 trucks were inspected, and 1 freight modified vehicle was seized.
Subsequently, the two sides acted separately and returned to their respective jurisdictions to carry out 24-hour operations.
On the night of October 22, the mobile squadron of the Transportation Comprehensive Administrative Law Enforcement Team of Lin'an District, Hangzhou City, jointly inspected more than 50 freight vehicles, of which 3 cases of illegal overloading were investigated and punished; 2 cases of minor illegal notices (exceeding the limit and overload did not exceed 20%), and verbal education was given and unloaded on the spot. The Ningguo Transportation Comprehensive Administrative Law Enforcement Team dispatched 10 person-times, inspected more than 60 vehicles, investigated and dealt with 10 cases of overloading and illegal modification.
In the future, provincial-level linkage law enforcement like this will be carried out from time to time, further breaking the inter-regional restrictions, jointly enforcing the law, and linking up efficiently, forming a high-pressure situation of regional joint governance.
