According to public information, Guo Shulan, born in 1955 in Tuquan, Jilin (now Tuquan County, Xing'an League, Inner Mongolia Autonomous Region), entered the department of Chinese of Jilin University in the spring of 1977.

In 1987, at the age of 32, she was admitted to the Chinese Department (Teacher Class) of Capital Normal University, Capital Normal University, a university jointly established by the province and ministry of Beijing Municipality, founded in 1954, formerly known as Beijing Normal University.
In 1996, at the age of 41, she was transferred to the Deputy Secretary of the Party Committee of the Central Conservatory of Music. In May 2001, at the age of 46, she became party secretary of the Central Conservatory of Music.
She is mainly engaged in the research of art education policies and regulations, art education history, art educators and art education management, and has written more than 60 articles and many books in this area, such as policies and regulations, character introductions, and theoretical discussions.
At the same time, she also serves as the executive director of the Beijing Higher Education Association and the executive director of the Beijing Higher Education Party Building Research Association.
