The Chinese Embassy in Singapore reminds tourists to China to strictly implement pre-travel testing

According to the website of the Chinese Embassy in Singapore, according to the needs of the anti-import work, the Chinese Embassy in Singapore has implemented new pre-boarding testing and health management measures since October 30. Since the implementation of the new measures, the vast majority of passengers have been able to carry out testing and self-health management as required, but the embassy has also found some problems in its work, such as individual passengers concealing the history of diagnosis and positive testing; or not carrying out 14-day closed-loop management and body temperature registration as required, and filling in the "Health Protection Monitoring and Commitment Form" at will; individual intermediaries use the "one-stop" service as a solicitation to sign relevant documents instead of passengers. These actions have a negative effect on the implementation of new measures and bring many hidden dangers to passenger health and aviation safety. In order to maintain the seriousness of remote prevention and control work, the Embassy hereby reiterates and clarifies the following policies on pre-departure testing and health management:

First, further tighten the test time limit and cross test requirements

(1) The first nucleic acid test before the trip must be carried out on the 3rd day before the trip, and the double test before the trip must be carried out on the 2nd day before the trip, and the other time points are invalid tests. If the test is not tested on time due to medical institutions, the medical institutions should issue relevant information explanations. The validity period of the health code is determined by the date of the first nucleic acid test + 3 days.

For example, on flight No. 4, the first nucleic acid test should be performed on the 1st and the double test should be performed on the 2nd, and the test will be ineffective at other times. Fill in the health code system test date No. 2, and the health code is valid until 23:59 on the 4th.

(2) Nucleic acid testing on the 3 days before the trip and double testing on the 2 days before the trip must follow the principle of "cross-detection". "Cross-testing" means that both sampling and testing require a selection of different institutions, and one of them must be a partner clinic of Raffles Medical Group or Parkway Medical Group. Sampling at the same clinic and sending tests to different testing institutions or two tests at the same testing facility are ineffective.

The Embassy reminds that once the nucleic acid test is positive, it is confirmed, and passengers should immediately self-isolate and report to the Embassy, and must not pass multiple tests and conceal the history of testing before boarding the plane to China, otherwise, they will be suspected of violating China's relevant epidemic prevention laws and bear corresponding legal responsibilities.

Second, further tighten pre-departure health management

Passengers should take the "Health Protection Monitoring and Commitment Form" seriously, close the loop management and body temperature records 14 days before the trip as required, and truthfully fill in the relevant declarations. The Embassy will conduct a random inspection of the relevant information by telephone, and will lock the application and further investigate the doubts that do not understand the contents of the Letter of Commitment, make false declarations or cannot be reasonably explained. In particular, passengers should pay attention to the following points:

(1) Carry out pre-departure health closed-loop management as required. No non-essential outing other than pre-departure testing is permitted 14 days before the trip.

(2) Fill in the form in a conscientious and standardized manner. If the "Health Protection Monitoring and Commitment Form" is returned twice in a row when applying for a health code, and the third time is not uploaded, or the body temperature of the first 7 days before the trip is not truthfully registered as required; or there are high-risk behaviors such as outing for dine-in, partying, and work before the trip, it is regarded as failure to complete the pre-departure health management as required, and will not be approved and locked for at least 7 days. For those who have a positive history of testing and a history of close contact, which is also called "false filling" after submission, additional testing and a longer screening period will be required.

(3) Chinese citizens are required to use Chinese to fill in the "Health Protection Monitoring and Commitment Form". The form must be completed and signed by the person or guardian (minors under the age of 18).

The Embassy once again reminds that it is everyone's responsibility to prevent the spread of the epidemic. In the current situation, non-essential travel should be suspended. If you really need to go to China, you should do a good job of pre-departure health management and pre-departure testing, and truthfully declare. Where the history of confirmed diagnosis, positive testing, close contact history, etc. are concealed, resulting in imported cases, the embassy will inform the country of the relevant situation and severely punish them in accordance with laws and regulations.
