Mateus believes Haaland is a better fit for Real Madrid, despite reports that both Manchester United and Manchester City are interested in him.
Over the past few years, Haaland has established himself as one of the best strikers in the world.
The 21-year-old was linked to Manchester United before joining Borussia Dortmund during last winter's transfer window.
Haaland made 69 appearances for Bundesliga teams after the transfer, scoring 70 goals.
The striker has been linked to several European giants this summer but is expected to leave Borussia Dortmund next summer as he will be offered a £68m release clause.
According to the Daily Star, former Bayern Munich star Matteus said he would "adapt" to Real Madrid because he could play with Kylian Mbappe.
The Frenchman's contract expires at the end of the season. He has a great connection with Real Madrid.
Mateus said: "Haaland may join Bayern after Lewandowski. But not by his side.
'Haaland and Mbappe together would be better suited to Real Madrid.
Separately, Glen Johnson called on Liverpool to sign Haaland and his teammate Jude Bellingham at Borussia Dortmund:
Johnson said: "I would love to see Haaland and Bellingham at Liverpool.
"They are two young men who have been born for clubs like the Premier League and Liverpool
"Under coaches like Jurgen Klopp, they can develop for years. For a long time, I could see them become big names in football.
"There will definitely be competition from other clubs in Europe. But I think it's attractive to come to Anfield, challenge the trophy and work under a top coach like Klopp.
'I don't think he'll be tempted now because the club has been focused on building the club since the boss came in and the fight for every trophy has always been a long-term plan and they'll see Jurgen as an important part.
"I think any other job would be a step backwards for him. We all know that anything can happen on the football pitch, but I still don't think he's going to leave anytime soon. ”
