果然發現隻有

sip.h

一個檔案，最後搜尋電腦上哪裡有

pyconfig.h

，最後在

C:\Program Files\Python37\include

中發現存在

pyconfig.h

，拷貝至

C:\Program Files\QGIS 3.10\apps\Python37\include

重新打包即可
