十三屆全國人大常委會第三十七次會議10月30日表決通過了新修訂的畜牧法，将于2023年3月1日起施行。

China's National People's Congress Standing Committee on Sunday passed the newly revised Animal Husbandry Law. The revised law will come into force on March 1, 2023.

【知識點】

《中華人民共和國畜牧法》是為了規範畜牧業生産經營行為，保障畜禽産品供給和品質安全，保護和合理利用畜禽遺傳資源，培育和推廣畜禽優良品種，振興畜禽種業，維護畜牧業生産經營者的合法權益，防範公共衛生風險，促進畜牧業高品質發展而制定的法律。該法由第十屆全國人民代表大會常務委員會第十九次會議于2005年12月29日通過，2006年7月1日起施行。2015年4月24日，第十二屆全國人民代表大會常務委員會第十四次會議對該法進行了修正。2022年10月30日，十三屆全國人大常委會第三十七次會議表決通過了新修訂的畜牧法。

新修訂的畜牧法，從促進畜牧業高品質發展、做好畜禽糞污無害化處理、促進草畜平衡等方面，加強畜牧業綠色發展。

為了突出鼓勵支援畜禽養殖生産，促進畜牧業高品質發展，新修訂的畜牧法明确縣級以上人民政府應當将畜牧業發展納入國民經濟和社會發展規劃，并提出國家建立健全現代畜禽養殖體系。畜禽養殖場的選址、建設應當符合國土空間規劃，并遵守有關法律法規的規定；不得違反法律法規的規定，在禁養區域建設畜禽養殖場。

新修訂的畜牧法修改完善了加強畜禽疫病防治，做好畜禽糞污無害化處理，保障公共衛生安全的規定。包括增加國家采取措施加強畜禽疫病監測、畜禽疫苗研制的内容，明确從事畜禽養殖不得随意棄置和處理病死畜禽，将相關條款中的“畜禽糞污處理利用”改為“畜禽糞污無害化處理和資源化利用”等。

與草原法有關規定相銜接，新修訂的畜牧法還增加了促進草畜平衡具體措施的規定。國家鼓勵推行舍飼半舍飼圈養、季節性放牧、劃區輪牧等飼養方式，合理配置畜群，保持草畜平衡。
